The Financial Analyst III is selected by and reports to the Director of State & Federal Reporting. This position performs highly complex (senior-level) accounting activities involving the daily operations of the Fund Accounting unit. Work involves reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial problems which may include assistance in developing, implementing and monitoring internal controls to ensure the integrity of the financial data.

Is a CAPPS Financials subject matter expert (SME) who acts as a liaison, providing technical guidance and expertise to internal and external entities on agency Fund Accounting related audits and issues. This position prepares the Schedule of Expenditures of Federal Awards (SEFA) and State Pass-Through Reporting (SPTR) reports. Prepares Governmental Accounting Standards Board (GASB) Statements as per the Annual Financial Report (AFR), and a reconciliation of federal awards expenditures and revenues.

This position completes AFR USAS entries and prepares AFR schedules and notes. This position performs special projects and performs other duties as assigned. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
  • Preparation of complex state reporting including but not limited to the Annual Financial Report (AFR);
    Governmental Accounting Standards Board (GASB) reporting, Schedule of Expenditures of Federal Awards (SEFA) reporting, and internal management and financial reports. AFR work involves preparation of Notes to the Financial Statements, supporting/assisting with coordinating information with other state agencies; reviewing and processing USAS entries, work papers and financial statement schedules, notes to the financial statements; and completion of various Comptroller web applications associated in support of the AFR.

    Additional AFR work involves preparing various schedules which includes gathering data from internal agency staff, data from the Comptroller's FMQuery - SIRS business intelligence tool, and Uniform Statewide Accounting System (USAS). (40%)
  • Performs advanced accounting work related to state and federal financial reporting and participates in the activities of the accounting staff in Fund Accounting. (25%)
  • Participates in various reconciliations related to the general ledger to ensure corresponding balances and report findings. Monitors and reconciles accounting information from CAPPS Fin and external sources to ensure the integrity of the data related to the general ledger. This includes but is not limited to the reconciliation of CAPPS Fin to USAS. (10%)
  • Serves as a liaison or contact person with agency staff, contract staff, state auditors and federal representatives in areas related to GASB, AFR, SEFA and Fund Accounting. (10%)
