Brief

Job Description

Performs complex (journey-level) staff services work for the Staff Services Group in the Laboratory Business Operations Unit (LBOU) for the Public Health Laboratory Division (PHLD). Work involves planning, coordinating and performing work in human resources support, travel, training, records management, purchasing, and fleet management. Performs duties as member of a team providing administrative support and technical assistance to the Laboratory Business Operations Unit and Public Health Laboratory Division.

Works under the general supervision of the Staff Services Group Manager in the Laboratory Business Operations Unit, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions

EJF 1. (30%) Provides human resources support and technical assistance. Monitors the Lab Staff Services inbox and responds to inquiries/requests for assistance. Answers general policy and procedure questions on new hires, laterals, promotions, transfers, and separations. Refers sensitive/confidential matters outside of expertise to more senior staff. Coordinates new employee paperwork for PHLD. Assists new hires in the completion of required forms, including I‑9s, and benefits.

Submits forms to the HHS HR Records Management Unit and the HHS Benefits Coordinator. May maintain electronic personnel records, which includes performing records retention work and disposal according to the agency retention schedule. Submits requests to add/remove laboratory building/campus access to the TFC Badging Office. Coordinates and documents the distribution of regular and supplemental payroll. Submits requests to create, change, rehire or terminate non‑employee identification numbers for contractors, temporary personnel, unpaid interns and volunteers needed for information technology system and security access.

Develops and tracks days and hours worked by temporary personnel used for quarterly contract workforce reports. Collects, compiles and distributes updated phone list to PHLD staff and security guards monthly. Prepares reports and participates in the development of policy or procedures as needed.
EJF 2. (25%) Serves as the Lab Travel Coordinator and liaison with the DSHS Travel Office and the Lab Fleet Manager and liaison with the HHSC Fleet Management Office (FMO). Monitors the Lab Travel inbox and responds to inquiries/requests for assistance. Disseminates information on DSHS Travel Authorization and Reimbursement policy and procedures.
