Under direct supervision of the Associate Deputy Commissioner (ADC) for the Infectious Disease Prevention Division (IDPD), the Staff Services Officer (SSO V) oversees highly advanced staff services work including consultative services and technical assistance related to planning, directing, and overseeing functions related to IDPD operations, administrative services, human resources (HR), training, and administrative and HR policies and procedures. Sets deadlines and monitors status to ensure timely and accurate completion of assignments.
Provides recommendations on personnel actions for administrative staff to the ADC. Coordinates with Enterprise and agency programs in the development of administrative and HR policies, guidelines, and procedures. Advises IDPD management and staff on administrative and human resources policies and procedures. Serves as the subject matter expert for administrative and HR policy exception requests including, but not limited to, reviewing, editing, analyzing, and tracking position classification issues, staffing requests, and new employee salary requests for all areas of the Division.
Identifies training needs and implements processes to ensure IDPD staff meet agency training requirements. Serves as division liaison with support areas such as HR, and other areas with an administrative impact on Division staff or programs. Oversees, coordinates, and participates in a wide variety of routine and special projects and assignments affecting areas across the Division. Identifies areas needing change or improvement, make recommendations, and implements changes.
Prepares reports, documents, and correspondences. Works under limited direction with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(30%) HR Liaison:
Serves as the Division point-of-contact and subject matter expert for the Associate Deputy Commissioner (ADC), Division Office, HIV/STD Section, Immunization Section, and TB Section on administrative and human resources (HR) policies and procedures. Identifies issues and ensures agency compliance with HR policy, position classification, staffing, and new employee salary issues. Recommends criteria for internal policies to address compliance issues. Develops working relationships and provides oversight activities associated with support areas such as Executive and Staff Operations, HR, Operations Management, offices reporting to the Commissioner, and other programs and offices having an administrative impact on Division programs and staff.
Performs thorough review and analysis of HR, position classification, salary and position requests, and task profile issues. Develops Division HR and administrative policies and procedures for salary requests and assists the ADC in the development of IDPD criteria for review and determination of salary requests.
(25%) Administrative Lead:
Serves as Administrative Lead in the Division Office. Oversees and provides direction and resources necessary for day-to-day administrative operations, projects, and activities in the Division.
