Staff Services Officer IV

Position Summary:

Staff Services Officer IV works under the direction of the Fiscal Support and Oversight (FSO) Director and serves as the coordinator of administrative operations for the Section. The role performs complex administrative activities including planning, directing, and coordinating several staff services functions such as human resources, accounting, budgeting, purchasing, information technology, training, and property management. The Officer represents the FSO in communicating with state and local authorities and coordinates administrative matters with other areas of the Agency.

Responsibilities include preparing original correspondence, memoranda, and reports, developing short‑ and long‑term strategic plans, implementing policies and procedures, addressing personnel issues, and participating in special projects.

Essential Job Functions
  • Assist management with the preparation, tracking, and distribution of monitoring reports, memoranda, and other correspondence using word processing and spreadsheet software application. Edit and proof fiscal monitoring reports and correspondence to ensure integrity, accuracy, and timeliness. Ensure all reports and responses are routed according to Section and Agency policy. Respond to and/or assign action and due dates on time‑sensitive items, coordinate review, consolidation, completion, and timely and accurate responses.
  • Assist the Director with preparation of budget documents, project annual spending and monitor expenditures for the Section. Recommend and implement budget adjustments. Enter and track requisitions, coordinate and manage the submission of purchase requests, and purchase supplies to meet staff needs. Provide inventory control and serve as liaison between FSO staff and budget staff to facilitate requests, expedite approval, and prompt payment to vendors.
  • Represent and act on behalf of management and serve as the main point of contact for the Section to provide direction and guidance on policy, planning, and operations. Assist the Director with resource planning, tracking, and problem resolution. Participate in the development of strategic plans, develop schedules, priorities, standards, and evaluation criteria for achieving goals, and track reporting of open records requests.

    Coordinate internal and external meetings and prepare meeting minutes as required.
  • Assist Section staff with travel arrangements, implement DSHS travel policies, verify funding, track travel expenditures, approve and assign funding information to travel vouchers, and coordinate training needs and onboarding for new staff. Provide training on administrative functions and assist with computer deployments and system upgrades.
  • Assist with posting, interviewing, and selection processes. Coordinate posting and hiring positions within the FSO Section, provide assistance and guidance to managers regarding hiring and HR issues, serve as a contact person for human resource needs, and review, interpret, disseminate, and apply personnel policies and procedures.
  • Perform other duties as assigned, including active participation in disaster response, recovery, or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern or location.
Knowledge, Skills, and Abilities
  • Knowledge of office management, personnel administration, fiscal methods, training techniques, and purchasing methods.
  • Knowledge of DSHS and HHS policies and procedures for personnel, budget management and tracking, fiscal accounting, purchasing and contracting, travel, and grants management.
  • Skill in coordinating and overseeing a variety of administrative support functions.
  • Skill in preparing, processing, and monitoring purchase requests.
  • Skill in using Microsoft Office (Word, Excel, Access, PowerPoint, Outlook).
  • Skill in evaluating and improving administrative practices.
  • Ability to prioritize, plan, implement, and evaluate administrative projects.
