The Staff Services Officer IV will coordinate administrative operations within the Fiscal Support and Oversight (FSO) Section. The role supports personnel, finance, budgeting, purchasing, IT, training, and property management functions, and acts as the main point of contact for FSO communications with state and local authorities. The position reports to the Director of FSO and assists with strategic planning, policy implementation, and special projects.
EssentialJob Functions
- Attend work on a regular schedule and perform assigned duties.
- Assist management with preparation, tracking, and distribution of monitoring reports, memoranda and other correspondence using word processing and spreadsheet software.
- Edit and proof fiscal monitoring reports, ensuring integrity, accuracy and timeliness.
- Respond to and assign action and due dates on program assignments, reports, inquiries, and other time‑sensitive items.
- Inform and coordinate record‑retention policies and procedures.
- Coordinate space needs, moves and IT and telecomm support.
- Assist the Director with preparation of budget documents, project annual spending, and monitor expenditures for the Section.
- Recommend and implement budget adjustments and manage purchase requests, including ordering, receiving and inventory control.
- Represent and act on behalf of management and serve as the main point of contact for the Section in policy, planning and operations matters.
- Assist in resource planning, tracking and problem resolution; develop schedules, priorities and evaluation criteria.
- Provide travel assistance, implement travel policies, verify funding and track travel expenditures.
- Coordinate training needs, onboarding and orientation for new staff.
- Assist with the posting, interviewing and selection process and provide HR guidance to managers.
- Other duties as assigned, including disaster response, recovery or COOP activation.
- Graduation from an accredited four‑year college or university with a degree or four years of related experience can substitute for a college degree.
- Five years of full‑time administrative, general office or clerical support to a team of professionals, including human‑resources tasks.
- Proficient in Microsoft Office at an advanced level, especially Outlook, Word, PowerPoint, and Excel.
- At least three years of experience processing financial requisitions for purchasing.
- Knowledge of office management, personnel administration, fiscal methods, training techniques, and purchasing methods.
- Knowledge of DSHS and HHS policies for personnel, budget management, fiscal accounting, purchasing, contracting, travel and grants management.
- Skill in coordinating and overseeing a variety of administrative support functions.
- Skill in preparing, processing and monitoring purchase requests.
- Skill in using Microsoft Office (Word, Excel, Access, PowerPoint, Outlook).
- Skill in evaluating and improving administrative practices.
- Ability to prioritize, plan, implement and evaluate administrative projects.
- Ability to establish goals and objectives.
- Ability to devise solutions for administrative and fiscal problems.
- Ability to develop and evaluate administrative policies and procedures.
- Ability to facilitate meetings and projects and work effectively with teams.
