Job Description
The HHSC Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the Staff Services Officer III (SSO) position. This Austin-based position supports leadership and operational functions within Managed Care Contracts and Oversight (MCCO) and contributes to MCS’ mission to deliver quality, cost-effective services to Texans.
The SSO provides high-level administrative and operational support to the Associate Commissioner (AC), including coordination of assignments, correspondence, calendars, stakeholder communications, human resources, hiring support, purchasing, travel, records, IT requests, inventory, and other business operations. The position monitors sensitive inquiries and assignments, helps ensure timely and accurate responses, and works with internal and external customers, community groups, managed care organizations, legislative staff, and other stakeholders.
The SSO works under the supervision of the AC with latitude for initiative and independent judgment. Performs other duties as assigned.
- Responds to and facilitates responses to inquiries using applicable rules, regulations, policies, and procedures.
- Tracks, reviews, routes, and monitors responses to ensure completeness and timely completion.
- Identifies urgent issues and refers complex matters to appropriate staff for resolution.
- Coordinates, formats, and provides final review of correspondence and assignment responses.
- Retrieves and distributes mail, answers incoming calls, and documents or routes information as appropriate.
- Manages calendars, schedules meetings, reserves space, prepares agendas, and supports meeting logistics for the AC.
- Attends meetings, prepares minutes, and monitors communications for accuracy, consistency, and timeliness.
- Coordinates communications with managed care organizations, advocates, stakeholders, and internal/external partners.
- Compiles, organizes, reviews, and summarizes information for management.
- Supports CAPPS HR functions, including time and leave monitoring, position audits, postings, and hiring process coordination.
- Serves as a Recruitment Partner in Career Center and supports hiring supervisors by coordinating applicant materials, interview schedules, panel logistics, written exercises, reference checks, and related hiring documentation.
- Coordinates communications with applicants, hiring panels, human resources staff, and leadership to support timely completion of hiring activities.
- Develops, reviews, and implements administrative procedures related to records retention, purchasing, travel, ergonomic assessments, and related operations.
- Processes travel, purchase orders, requisitions, vendor payments, Extended Sick Leave, Sick Leave Pool requests, and related administrative documents.
- Maintains records retention schedules and assists with internal filing systems and policy/procedure reviews.
- Coordinates access and support for shared drives, shared mailboxes, IT requests, training, and other business systems.
- Serves as backup reviewer for purchasing requests as assigned.
- Prepares complex correspondence, reports, presentations, charts, spreadsheets, and graphs.
