GENERAL DESCRIPTION

The Procurement and Contract Operations Division of the Office of the Attorney General (OAG) is seeking a Purchaser whose work will involve advanced purchasing and procurement work. The role will involve planning, organizing, coordinating, and preparing specifications for the purchasing of commodities and services; preparing and compiling procurement documents; and monitoring and maintaining detailed records of items purchased, received, prepared, and issued.

The purchaser may work as a lead by reviewing the work of and providing direction to others. ESSENTIAL

POSITION FUNCTIONS
  • Coordinates and prepares, reviews, tracks and processes purchase orders for supplies and equipment.
  • Plans, develops, coordinates, and controls the entire competitive solicitation lifecycle for goods and services and requests for quotes.
  • Develops complex bid specifications for large-dollar goods and services, including conferring with vendors and agency staff, to ensure that items to be purchased are accurately and completely described.
  • Coordinates the negotiation of contracts and recommends contract awards.
  • Coordinates and/or develops purchasing program guidelines, procedures, policies, rules, or regulations.
  • Coordinates and/or establishes purchasing goals and objectives.
  • Requisition s and orders merchandise, supplies, and equipment by using, interpreting, and monitoring established guidelines, rules, policies, and laws.
  • Initiates and approves emergency purchases.
  • Prepares final solicitation documents or contracts for appropriate routing for management approval and for release to vendor.
  • Maintains procurement files to ensure compliance with all state and federal procurement rules, regulations, and reporting requirements.
  • Confers with management and advises them of the status and progress of procurements.
  • May serve as a lead worker providing direction to others.
  • Performs related work as assigned.
  • Maintains relevant knowledge necessary to perform essential job functions.
  • Attends work regularly in compliance with agreed-upon work schedule.
  • Ensures security and confidentiality of sensitive and/or protected information.
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity.
QUALIFICATIONS
  • Minimum qualifications:
  • Education:

    Graduation from high school or equivalent.
  • Education:

    Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field is generally preferred; experience in purchasing, contract development, business, or accounting may be substituted for the required education on a year-for-year basis.
  • Experience:

    Two years of full-time experience working in purchasing, contract development, business, or accounting.
  • Experience in executing the solicitation life‑cycle: solicitation development, evaluation of vendor responses through award.
  • Experience providing customer service in a professional environment.
  • Experience using word processing, e‑mail and spreadsheet software packages.
  • Required certification:
    Certified Texas Contract Developer (CTCD) or ability to obtain within six months of hire.
  • Knowledge of purchasing and procurement methods and procedures; state procurement principles and practices; assigned commodities and products on the open market; supply sources; and the principles of business administration and accounting.
