This is second in the series of four professional level positions in the Procurement Job Family. Under limited supervision, the ideal candidate will successfully perform all assigned job responsibilities in support of the Purchasing Office. This position is distinguished by the amount of independence for both actions and decision-making and by the level of supervision, as well as the experience required.
This position may require a flexible work schedule in order to meet the needs of the Office. This is an IT procurement position, and applicants should ideally have some IT procurement experience.
This position is funded through 09/30/2027, with possibility of renewal.
KEYACCOUNTABILITIES Functional Program Management
- Utilize available procurement tools and methods, including informal solicitations, formal solicitations, and other solicitation/contracting mechanisms, to procure goods and services in accordance with all federal, state, and local regulations, as well as all applicable County policies and procedures
- Plan and implement a solicitation and contract compliance program for complex contracts. Interpret policies, rules, codes, or regulations to ensure statutory compliance
- Develop, implement, and maintain the county-wide system to monitor moderately complex procurements, contracts, and agreements
- Monitor complex contract performance by conducting on-site visits and examining complex billings, fiscal data, and eligibility determinations for compliance with contract and policies
- Work closely with elected and appointed officials, project managers, department heads, multiple outside agencies, and other county staff, to develop solicitations and subsequent contracts to meet operational needs
- Coordinate every phase of planning and development of procurements for assigned departments
- Review and investigate non-compliance issues, write situation summaries, recommend and present solutions
- Research and aid in the resolution of complex contract issues
- Analyze data, prepare, distribute and present solicitation and contract project status reports as required for Commissioner’s Court, project managers, elected and appointed officials, department heads, multiple outside agencies, other county staff, and the general public
- Negotiate contracts, contract renewals, amendments, modifications and plan changes
- Resolve audit exceptions and develop corrective actions for deviations
- Coordinate and conduct the risk assessments to determine requirements for the maximum service and monitoring of the contracts
- Manage moderately complex formal and informal competitive procurements and any other solicitation/contracting methods required
- Continuous professional development through participation in educational opportunities and professional certification programs
- Uphold the organization’s values by maintaining confidentiality as legally permitted
- Successfully perform all duties of Procurement Specialist I role, in addition to the Procurement Specialist II responsibilities
- Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions
Bachelor’s degree in Business Administration, Procurement, Public Administration, Construction Management or a related field AND three (3) years of relevant work experience OR, any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Master’s degree may substitute for two years of experience.
SpecialLicensure/Requirements
A valid Texas Driver’s License is required.
