Business Analyst

Responsibilities

• Gather, analyze, and document user requirements, business processes, and problems to automate or improve existing systems; elicit and document business needs for new systems. Translate requirements into user stories.
• Analyze program policies and procedures to determine their effect on automated systems and system functional areas.
• Perform quality assurance (QA) of user stories, ensuring that all acceptance criteria and non‑functional requirements have been met.
• Plan and prepare training materials for both internal and external users and help to conduct training sessions covering assigned systems.
• Identify opportunities for improving business processes through automation and assist in the preparation of proposals to develop new systems.
• Assist with reviewing and preparing complex project management deliverables such as project charters, project plans, test plans, and risk management plans.
• Consult on the analysis of an application, troubleshoot system problems, and recommend solutions.
• Experience in business analysis and quality assurance for licensing systems, particularly within client licensing agencies. Deep understanding of the license life cycle, including new license application and management processes.
• Skilled in creating detailed user stories, defining acceptance criteria, and performing manual testing to ensure functionality and compliance.
• Strong ability to interact with end users to gather requirements, validate solutions, and ensure seamless user experience.
• Provide quality assurance consultation to projects, assignments, or special initiatives.
• Develop and review test cases; process change requests; and manage a project’s scope, acceptance, installation, and deployment.
• Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices.
• Follow all client policies and procedures.
• Perform other duties as assigned.

  Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
• 3 Required – Experience with Agile methodologies, user story creation, working as part of an Agile team, participating in all Agile ceremonies, and leading Refinement and Sprint planning sessions.
• 3 Required – Experience performing highly complex (senior level) business analysis work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
• 3 Required – Experience with the following tasks:
  Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
• 3 Required – Experience with the following tasks:
  Coordinate with outside vendors and contractors to complete projects and service requests; and define, assign, and evaluate their work.
• 3 Required – Experience with the following tasks:
  Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems.

  Consult on the analysis of an application, troubleshoot system problems, and implement solutions.
