Position: Procurement Manager 15-26

The Housing Authority of the City of Austin (HACA) seeks a strategic and leadership-oriented Procurement Manager to join our high-performing team. This position plays a key role in the administration of the Procurement Department, handling purchasing, issuance of materials and supplies, senior-level buying functions, and high-level administrative support. The Procurement Manager will also act as the acting Director when required. What You Will Do Procurement Compliance & Strategic Sourcing

  • Ensure all purchases comply with HUD procurement regulations, state and local laws.
  • Coordinate the solicitation process: draft technical bid specifications, manage public advertisements, and lead pre-bid and bid conferences.
Leadership & Departmental Administration
  • Serve as Acting Director during the Director’s absence, maintaining operational and compliance continuity.
  • Supervise, guide, and evaluate Procurement Department staff, setting priorities and deadlines.
Vendor & System Management
  • Interview prospective vendors, evaluate products and pricing, and conduct ongoing vendor performance assessments.
  • Leverage procurement automation tools to streamline purchasing workflows and improve data management.
  • Monitor the purchase order queue to ensure timely clearance and optimized cost, quality, and vendor reliability.
Financial Oversight & Reporting
  • Reconcile department credit cards, verifying charges align with receipts and purchase orders.
  • Conduct periodic physical inventories of supplies and equipment; manage disposal of obsolete materials.
More About This Position
  • Bachelor's degree in Business Administration, Management, or related field.
  • Five years of experience in purchasing and inventory control.
  • At least two years in a supervisory role.
  • Comprehensive knowledge of HUD, City, State, and Housing Authority procurement and contracting policies.
  • High proficiency in Microsoft Office Suite and Yardi (or similar ERP systems).
  • Experience with procurement automation tools and ability to leverage technology to streamline workflows.

  • Valid Texas driver’s license.
