Pathways Asset Management, Inc. (PAMI) is a high-performing affordable housing management subsidiary of the Housing Authority of the City of Austin (HACA). PAMI provides safe, healthy, and affordable housing options for the Austin community. Our mission is to cultivate sustainable affordable housing communities and partnerships that inspire self-reliance, growth, and optimism. PAMI is seeking a highly motivated Compliance Analyst to implement PAMI's audit program to help ensure our low-income housing programs adhere to all applicable HUD, IRS, and PAMI guidelines and regulations.

This position audits electronic and paper resident files for content and accuracy, compiles corresponding audit reports, and provides feedback and training to property management staff on audit findings. The Compliance Analyst also generates the monthly recertification reminder notices for PAMI's properties and is responsible for the EIV Master Files for half of the PAMI Portfolio. The position assists with special projects and collaborates with other compliance staff to develop and implement process improvements.

What you will do in this position:

Audit & Compliance Monitoring
  • Monthly Audits:
    Conduct comprehensive file audits of electronic resident records in Laserfiche and physical LIHTC paper files at property management offices to ensure regulatory compliance.
  • Reporting & Tracking:
    Generate detailed monthly audit summary reports and manage the end-to-end correction process via  tracking boards.
  • Targeted Oversight:
    Perform periodic targeted or project-based audits when specific risks are identified. Assist the Compliance Manager with pre-audits in preparation for external agency or partner reviews.
Data Analysis & Process Improvement
  • Trend Analysis:
    Analyze audit data to identify recurring non-compliance trends; refer findings to the PAMI Training and Compliance Managers to refine departmental procedures.
  • Operational Support:
    Collaborate with compliance staff to develop best practices, update SOPs, and refine processing guides to drive continuous improvement.
Property Management Support & Training
  • Staff Development:
    Provide monthly feedback and training to property management staff by reviewing audit results and discussing corrective actions.
  • Recertification Coordination:
    Generate monthly recertification reminder notices for the portfolio and assist the LIH Specialist with the monthly mail-out process.
Specialized Program Administration
  • EIV Management:
    Maintain the EIV Master file for half of the PAMI portfolio; research and resolve potential discrepancies in coordination with property staff.
  • Regulatory Expertise:
    Maintain expert-level knowledge of federal, state, local, and HACA regulations, specifically regarding HUD PBRA and IRS/TDHCA LIHTC programs.

  • Qualified candidates must possess:
    • Associate's degree from a college or university, and one to two years related experience; or equivalent combination of education and related experience.
    • Related experience must be working in compliance in the low-income housing industry, including, but not limited to project-based section 8 housing, or housing funded by low-income housing tax credit (LIHTC).
  • Preferred candidates should possess:
    • Considerable knowledge of HUD, IRS, and state regulations pertaining to the HUD Project-based Rental Assistance (PBRA) and Low-Income Housing Tax Credits (LIHTC) programs.
    • Certified Occupancy Specialist (COS) and Tax Credit Specialist (TCS) certifications required within six months of employment. HCCP (Housing Credit Certified Professional) certification required within 12 months of hire.
