Job Summary
This position performs business analysis work ranging from routine to highly complex, including eliciting, developing, and documenting business, user, and functional requirements, reviewing and documenting business processes, creating test cases and validating user acceptance testing, providing post‑implementation support, and supporting the software development life cycle.
Reports to the Manager of the Business Strategy and Automation Department and works under limited supervision with considerable latitude for initiative.
Salary: $4,833.00/month – $7,100.00/month based on classification level.
Essential Job Functions- Work closely with business areas and end users to determine business requirements.
- Develop solution designs to achieve business results.
- Develop business requirements through interviews, workshops, storyboards, surveys, and use cases.
- Write business requirements in clear, concise language following standard templates.
- Manage requirements traceability and track status throughout the project.
- Manage changes to baseline requirements through change control processes.
- Coordinate analysis of program policies and procedures to determine effects on automated systems.
- Identify opportunities to improve business processes through automation and prepare proposals.
- Propose new application features and updates.
- Work with business areas and project managers to define project scope.
- Troubleshoot and solve computer system or program problems.
- Maintain and protect confidential and sensitive information.
- Maintain records according to agency’s retention procedures.
- Maintain required certifications and licenses and meet continuing education requirements.
- May be required to operate a state or personal vehicle for business purposes.
- Perform other duties as assigned.
- IT Business Analyst I:
Bachelor's degree and 1 year relevant experience. - IT Business Analyst II:
Bachelor's degree and 3 years relevant experience. - IT Business Analyst III:
Bachelor's degree and 5 years relevant experience. - Relevant education and experience can be substituted on a year-for-year basis.
- Graduation from high school plus 4 additional years of experience, or associate’s degree plus 2 additional years, may also satisfy minimum qualifications.
- Three or more years of experience in a technology‑related customer‑facing role (e.g., consulting, account management, training, product management).
- Relevant certifications in business analysis, agile software development, product management, or change management.
- Knowledge of local, state, and federal laws and regulations relevant to the Business Strategy and Automation Department.
- Knowledge of public administration principles.
- Knowledge of business and management principles including strategic planning and resource allocation.
- Knowledge of project management principles and practices.
- Knowledge of computer systems limitations and capabilities.
- Knowledge of automated system design techniques.
- Knowledge of the software development lifecycle.
- Knowledge of organizational skills.
- Skills in Microsoft Office (Word, Excel, Visio, PowerPoint, Teams).
- Skills in use of internet, email, word processing, spreadsheets, presentations, and database software.
- Skills in business analysis methodologies.
- Skills in evaluating complex IT applications, policies, and issues.
- Skills in developing creative solutions to complex problems.
- Skills in requirements elicitation and analysis.
- Skills in presenting business requirements graphically.
- Ability to maintain the security or integrity of critical infrastructure within Texas.
- Ability to meet agency in‑office requirements.
- Ability to analyze, evaluate, and integrate business rules into system requirements.
- Ability to communicate effectively.
- Ability to adhere to work schedules, submit accurate timesheets, and follow procedures.
- Ability to make objective decisions and identify potential problems.
- Ability to adapt to changes in scope and work environment.
- Ability to perform routine and non‑routine work accurately and on time with little or no supervision.
