About This Position

Our department provides a variety of financial services and programs, including preparing the annual budget, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management.

Position Overview

This role serves as a Procurement Specialist III for Austin Financial Services, supporting departmental customers with source selection, contract monitoring, category management, and advisement on procurement activities.

Responsibilities
  • Perform source selection and contract formation services: informal solicitations, RFQs, purchase orders, and single‑transaction contracts under the State’s formal threshold.
  • Lead formal solicitations above the threshold, including IFBs, RFPs, RFQs, commissioning citywide, revenue‑generating, concession, and construction contracts.
  • Manage contract administration: order monitoring, delivery orders, purchase orders, and contract compliance for project and master agreements.
  • Provide advisory and technical support on procurement cards, delivery orders, purchase orders, informal source selection, formal source selection, construction services, master agreements, and category management.
  • Lead category management for assigned groups: develop and maintain product, service, and contractual expertise; gather market intelligence; execute strategic plans; and report on performance.
  • Conduct occasional buying services using procurement cards, delivery orders, and purchase orders under informal thresholds.
  • Act in a lead role on assigned projects and programs as required.
Knowledge, Skills, and Abilities
  • Public purchasing practices and techniques; procurement statutes, ordinances, and codes.
  • Accounting and budgeting process related to purchasing transactions; contract law, terms, and conditions.
  • Contract category management; buying procedures; purchase orders; delivery orders; procurement card usage.
  • Informal and formal source selection processes, including price competition; contract negotiation and formation.
  • Computing applications: spreadsheets, databases, and word processing software.
  • Establishing and maintaining working relationships with City employees and the public.
  • Effective oral and written communication; good judgment, tact, and diplomacy.
  • Use of automated purchasing systems; ability to lead cross‑functional teams; resolve contract disputes.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university plus four (4) years of related work experience, or four (4) years of experience substituting for the minimum education.
  • Graduate degree may substitute up to two (2) years of required experience.
Preferred Qualifications
  • Experience establishing customer contract requirements and negotiating contracts.
  • Public procurement sourcing and contract methods expertise.
  • Professional procurement certifications such as CPPO, CPPB, NIGP‑CPP, C.P.M., CPSM or equivalent.
  • Ability to travel to more than one work location.
Position Details

Pay Range: $68,660.00 – $85,830.00

Hours:

Monday – Friday; 8:00 a.m. to 5:00 p.m.
