The Right of Way Division is seeking a part‑time Management Analyst V to lead complex analysis, drive process improvements, and support executive decision‑making. Work Location

Stassney HQ – Main, 6230 East Stassney Lane, Austin 78744.

Travel & Shift

Travel required up to 50% of the time. Day shift, 20 flexible hours per week, Monday‑Friday onsite.

Responsibilities
  • Advises and consults with management on department studies by identifying priorities, defining scope, purpose, objectives, time frames, and resource requirements.
  • Analyzes and evaluates business functions and activities; develops and monitors performance data.
  • Develops new or modifies existing administrative programs, policies or regulations.
  • Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems.
  • Evaluates statistical data, interprets results and prepares reports on effectiveness of program activities.
  • Investigates and researches new or improved business and management practices for application to agency programs or operations.
  • May serve as a lead worker and the related tasks.
  • Monitors, evaluates, and makes recommendations concerning accounting activities and contract‑related matters.
  • Oversees strategic long‑ and short‑range planning, modeling activities and the evaluation and development of policies.
  • Oversees studies of employee/organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.
  • Oversees the analysis of new or proposed legislation or regulations to determine impact on program operations and management.
  • Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines.
  • Oversees the collection and analysis of data for studies related to workload assessment, administrative practices, staff utilization, organizational structure, or space utilization.
  • Oversees coordination of special projects of a non‑recurring nature.
  • Performs budget‑related review, planning and development activities.
  • Prepares comprehensive technical records and reports to present, interprets data, identifies alternatives, and makes and justifies recommendations.
  • Prepares fact sheets and news releases and coordinates public information requests.
  • Provides financial information and recommendations to management.
  • Researches and drafts responses to legislative inquiries; prepares testimonies.
  • Researches and interprets historical, current and projected data to identify problems, causes and areas where procedural or system changes are indicated.
  • Researches, plans, coordinates and develops programs, projects, activities or procedures to increase productivity, efficiency and streamline operations.
  • Reviews industry developments and makes recommendations for possible agency application.
  • Serves as a project leader.
  • Serves as media liaison officer handling inquiries from the public information office, the general public, the media and others as requested.
  • Performs other job responsibilities as assigned.
