Job Description:Looking for an experienced IT Procurement Specialist III to support mission‑critical IT sourcing activities through the DIR Cooperative Contracts Program. The selected candidate will perform advanced procurement, sourcing, contract development, vendor management, and negotiation activities supporting agency‑wide technology acquisitions and procurement initiatives.
This position works under limited supervision and requires significant independent judgment while supporting large‑scale, high‑dollar, and multi‑award procurement initiatives.
Key Responsibilities:- Coordinate IT sourcing activities utilizing the DIR Cooperative Contracts Program.
- Develop and manage IT procurement strategies for technology goods and services.
- Prepare solicitation packages including scopes of work, specifications, and contract requirements.
- Review vendor responses, evaluate bids, and develop award recommendations.
- Conduct vendor discussions, negotiations, and procurement reviews.
- Support vendor management and contract administration activities.
- Assist customers in developing procurement requirements and specifications.
- Conduct stakeholder workshops and requirements gathering sessions.
- Develop procurement policies, procedures, and process improvements.
- Ensure compliance with Texas procurement laws, regulations, and agency policies.
- Prioritize sourcing initiatives and support strategic procurement objectives.
- 8%2B years of experience developing and implementing sourcing and vendor management processes.
- 8%2B years of experience managing procurement projects and contract negotiations.
- 8%2B years of experience developing solicitations, evaluating vendor responses, and administering contracts.
- Strong knowledge of Texas procurement laws, regulations, and contract management guidelines.
- Experience with public sector procurement and contract administration.
- Knowledge of purchasing methods, pricing strategies, market analysis, and sourcing techniques.
- Experience evaluating vendor performance and conducting vendor management activities.
- Experience working with legal teams and business stakeholders.
- Strong communication, presentation, and negotiation skills.
- Ability to manage multiple concurrent procurement initiatives.
- Strong analytical and problem‑solving capabilities.
Certifications:
- Certified Texas Contract Manager (CTCM) Active
- Certified Texas Contract Developer (CTCD) Active
- Previous experience working with one or more Texas State Agencies.
- Experience supporting large‑scale IT procurement initiatives.
- Experience with cooperative contract purchasing programs.
- Experience supporting government technology acquisitions.
- Bachelor's Degree preferred.
- Equivalent procurement and contract management experience may be considered.

Austin, TX 78744 - Schedule:
Monday‑Friday, 8:00 AM‑5:00 PM - Duration: 10 Months (Renewal Possible)
- Local Austin candidates only.
- Candidates must be authorized to work in the United States.
- Active CTCM and CTCD certifications are mandatory.
- Previous Texas State Agency experience is highly preferred.
