Job Duties
Position Summary:
In this role, the individual will perform highly advanced (senior-level) contract administration and contract development work supporting the mission critical functions of the agency
¿ s cooperative procurement program.
Work involves coordinating procurements for large scope, and/or multi-award contracts by defining requirements and developing, negotiating, and awarding contracts. This role will document and implement process improvements, and work to develop guidelines, policies, and procedures. Duties will include prioritization of work streams and setting standards for achieving procurement program goals. Additionally, this role ensures compliance with current purchasing policies and regulations and ensures state procurement procedures are followed.
This is an opportunity to work under minimal supervision of the Cooperative Procurement Direction with extensive latitude for the use of initiative and independent judgment.
- Serves as the team lead for COOP Procurement department staff, providing support and guidance to other team members and serves as backup support to COOP Procurement Director. Serves as a resource to other Chief Procurement Office staff on escalated issues of an unusual nature.
- Oversees or prepares the scope of work, specifications, and terms and conditions for new contracts;
Oversees the distribution of bid invitations to vendors, reviews submitted proposals for administrative compliance, leads negotiations, and awards new contracts. - Makes recommendations on guidelines, policies, and procedures; develops schedules, priorities, and standards for achieving procurement program goals;
Coordinates and oversees templates and policy and procedure updates for department;
Ensures compliance with current procurement and contracting policies, regulations, and procedures;
Lead discussions and development of standard operating procedures (SOPs) and related refinement of processes. - Supports the review and analysis of legislation related to procurement and contract management, including tracking legislative bills, and assisting with bill analysis.
- Provides customer consultation, evaluates customer requirements, and advises in the development of contract specifications to achieve optimal balance between best value and cost savings; includes conducting customer work groups to gather input for use in developing RFO specifications;
Plan, develop, and conduct presentations;
Assist with training (internal and external) on cooperative procurement processes and procedures. - Makes recommendations on improving existing departmental procurement and contract management processes and practices.
- Oversees the development of contract documents in alignment with procurement and contract principles and ensures that management understands and authorizes contract terms. Works with Office of General Counsel on contract terms, clauses, and other related updates to contract documents.
