Director II – Director of Project Management and Analytics. The role directs project coordination, program analytics, and reporting activities that support program operations and leadership decision‑making. Work is performed under limited supervision with considerable latitude for initiative and independent judgment.

Essential Job Functions
  • Lead and manage the transition and integration of new units, functions, or program areas.
  • Develop transition plans, timelines, deliverables, communication plans, and tracking tools.
  • Manage short‑ and long‑term program projects and operational initiatives from planning through implementation.
  • Coordinate with leadership, staff, and internal partners to align roles, workflows, reporting needs, and operational processes.
  • Develop project plans, timelines, deliverables, and tracking tools to support leadership priorities.
  • Monitor milestones, identify barriers, and recommend solutions to support timely progress.
  • Provide leadership with project updates and recommendations based on progress and operational data.
  • Oversee collection, organization, validation, and analysis of program data used for management reporting and decision‑making.
  • Coordinate with data, analytics, and technical partners on dashboard, report, and data visualization development and maintenance.
  • Analyze trends and performance data to identify issues and improve operational visibility.
  • Define reporting requirements and review dashboard concepts for alignment with operational needs.
  • Oversee performance measurement and analytics functions, including forecasting, workload modeling, and trend analysis.
  • Ensure dashboards and reports provide timely, accurate, and useful insight into program performance and outcomes.
  • Collaborate with leadership and staff to identify business needs and translate them into project and reporting work.
  • Coordinate with technical and support staff to improve data quality and reporting consistency.
  • Identify risks and elevate concerns to leadership.
  • Support communication and coordination across program, operational, and technical teams.
  • Plan, assign, and supervise professional and analytical staff.
  • Establish expectations, standards, and priorities.
  • Evaluate performance and provide coaching and development.
  • Promote accountability, collaboration, and continuous improvement.
  • Perform additional duties as assigned to support program operations and leadership priorities.
Key Qualifications
  • Graduation from an accredited four‑year college or university with a degree in public administration, business administration, health administration, data analytics, information systems, or a related field.
  • Experience in project management, program analytics, reporting, or performance management, including use of data and analytical tools.
  • Experience leading cross‑functional work.
  • Minimum one year experience supervising professional or analytical staff.
Preferred Qualifications
  • Experience working in a regulatory, investigations, healthcare, health and human services, compliance, or protective services setting.
  • Experience supporting legislative coordination, implementation, and bill analysis.
  • Experience managing complex, cross‑functional projects involving multiple stakeholders, timelines, deliverables, and leadership reporting.
  • Experience developing executive‑level written materials (briefings, reports, summaries, recommendations, or project updates).
  • Experience supporting organizational transitions or change management efforts.
Knowledge, Skills, and Abilities
  • Project management, program operations, and performance reporting principles.
  • Data collection, analysis, visualization, and dashboard design concepts.
  • Reporting tools, spreadsheets, databases, and performance measurement methods.
  • Public sector or regulatory program environments and operational processes.
  • Artificial intelligence concepts, tools, and applications for data analysis, reporting, and operational processes.
Additional Information
  • The position may require up to 10% travel.
  • Reports to the Deputy Executive Commissioner.
  • Works under limited supervision, with considerable latitude for initiative and independent judgment.
