Job DescriptionThis position will coordinate and implement pre‑award and post‑award activities of city grants by identifying new grant opportunities and developing grant proposals (narratives, budgets, and other proposal requirements), including but not limited to TxDOT Traffic grant proposals, Department of Justice, and more; completing grant progress reports; and ensuring full utilization of grant funds.
Responsibilities- Coordinate and implement administration of city/county grant activities and interlocal agreements by developing budgets and subcontracts; ensuring full utilization of grant funds; identifying and writing new grant opportunities and applications.
- Assure compliance with conditions of grant by monitoring and analyzing interlocal agreements, contracts, grants and subcontract expenses and activities; ensuring compliance with federal and local laws.
- Monitor and analyze grant expenses and activities by identifying and solving potential or existing grant problems.
- Initiate budget developments and revisions to ensure efficiency and effectiveness of grant services by negotiating with grant funding sources.
- Manage the subcontracting process by preparing and processing RFP/RFA; preparing grant subcontracts; negotiating work‑statements/budgets; executing contracts.
- Coordinate grant closeout activities by ensuring reports are submitted to grantors; ensuring all grant funds are fully utilized; liquidating all unused budgeted funds; confirming that all grant‑funded equipment is accounted for.
- Serve as liaison between department, City and grant funding source by attending meetings; responding to information requests; resolving issues between parties involved.
- Enhance and ensure quality of services provided by contractors by coordinating governmental and private audit responses; coordinating and attending site visits.
- Assist in identifying new opportunities by researching, identifying and assessing new grant opportunities and grant renewal opportunities.
- Prepare reports by collecting, analyzing, and summarizing information.
- Maintain files and records by filing and documenting grant activities.
- Assist in completing/submitting grant applications by analyzing data and applications.
- Knowledge of laws and regulations pertaining to grants and contracts administration.
- Knowledge of grants and contract administration and principles.
- Knowledge of administrative analysis and statistical techniques as applied to organizational and management problems.
- Skill in working with others to assure grant compliance and departmental responsiveness.
- Ability to establish and maintain cooperative relationships with others.
- Ability to communicate effectively, both orally and written.
- Ability to analyze complex administrative personnel and organizational problems.
- Bachelor’s degree from an accredited college or university with major course work in Business Administration, Public Administration, Economics, plus two (2) years of experience in a related field.
- Master's Degree may substitute for one year of the required work experience.
- Experience with grant writing and grant award management.
- Experience writing law enforcement proposals and managing public safety grant awards.
- Experience applying for and managing TxDOT grants related to traffic safety.
- Experience completing state and federal grant reports.
- Experience managing multiple grant awards simultaneously.
- Experience providing training on grant-related topics.
- The ability to travel to multiple work locations.
