About the RoleWe are looking for an Operations Manager to build and run the daytoday operations of our newly established U.S. subsidiary. This is a 0to1 role – you will set up HR, administration, compliance, and office management from the ground up, bridging our China headquarters and U.S. team. If you thrive on building systems, navigating cross cultural environments, and ensuring everything runs smoothly behind the scenes, this is the role for you.
WhatYou'll Do General Operations (Most important)
- Develop and implement internal operational policies, procedures, and standard work instructions.
- Collect and consolidate departmental data to produce monthly/quarterly operational reports for the General Manager and headquarters.
- Coordinate cross functional activities, identify bottlenecks, and drive process improvements.
- Manage operational budgets and implement cost saving initiatives.
- Manage the full employee lifecycle for both local U.S. hires and Chinese expatriates (recruiting, onboarding/offboarding, attendance, payroll, employee relations).
- Partner with our PEO provider to ensure full compliance with U.S. labor laws, FICA, FUTA/SUTA, group health insurance, and other employment regulations.
- Oversee overtime compliance, termination procedures, and employee grievances to mitigate legal risks.
- Coordinate visa applications, annual health checkups, family relocation, and repatriation for Chinese expatriate staff.
- Organize internal training and teambuilding activities to foster a positive work culture.
- Oversee office leasing, fixed assets, company vehicles – procurement, registration, maintenance, and inventory.
- Work with external registered agents to complete annual reports, license renewals, address registrations, and tax filings to maintain good standing.
- Ensure office fire safety, security, and building code compliance; coordinate with government agencies for onsite inspections.
- Manage office supplies, workplace environment, and employee welfare programs.
- Liaise with insurance providers for property, vehicle, and other business insurance – including asset valuation, policy placement, and claim processing.
- Bachelor's degree in HR, Business Administration, Law, or a related field.
- 5+ years of experience in operations, HR, or general administration.
- Solid knowledge of U.S. labor laws (FLSA, FMLA, ADA, etc.) and Texasspecific employment regulations.
- Handson experience with PEO or EOR service models.
- Experience managing Chinese expatriate assignments (visas, relocation, repatriation) – .
- Fluent in both English and Chinese (written and spoken) – you will regularly communicate with headquarters in Chinese and handle U.S. business in English.
- Strong cross cultural communication skills to bridge U.S. and Chinese teams effectively.
- Proficient in Microsoft Office and common business management tools.
- Experience building a U.S. subsidiary operations function from scratch.
- PHR/SPHR or SHRMCP/SCP certification.
- Background in data center, engineering services, or facility management.
- Familiarity with corporate registration, tax filing, and annual compliance requirements in Texas and other states.
