NOTE:
TDLR SDS IT staff are primarily working remotely. However, it is expected that on-site presence will be necessary during certain portions of the contract period including: on-boarding, some training, some requirements gathering sessions, and some test sessions. Therefore, candidates must be able to be on-site for some of the work activities.
Primary Responsibilities:
- Develop and/or review complex system documents or artifacts to convey business requirements and support efficient system design (including but not limited to business rules, business requirements, mock-ups, diagrams, flowcharts, technical specification documents, system design documents, test plans, risk management plans, quality management plans, and/or technical specifications).
- Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
- Perform root cause analysis and the development of appropriate corrective action plans for business and IT processes.
- Prepare and present complex communications and/or reports on projects, assignments, and/or activities to all levels of staff up to and including executive management.
- Provide peer reviews of business requirements documentation and coordinate technical writing and editing reviews.
- Develop, implement, and maintain quality assurance processes, best practices, and standards.
- Communicate with the project stakeholders, management, and other relevant parties.
- Monitor and evaluate third-party vendor and contractor performance.
Must Need:
Certified Business Analysis Professional (CBAP) Certification.
Candidate Skills and
Qualifications:
- Full-time experience in business analysis. Experience performing complex to advanced business analysis work.
- Experience reviewing and appropriately applying regulatory and reporting requirements.
- Experience reviewing, analyzing, and evaluating business systems and user and stakeholder needs.
- Experience facilitating and documenting business process mapping and business process reengineering and identifying new applications of technology to business problems that make a business more effective.
- Experience documenting detailed requirements for information technology solutions that will meet program and user needs.
- Experience implementing new IT solutions from initial idea to project completion.
- Experience working directly with a Texas state agency as an employee or contractor in a Business Analyst role.
- Experience simultaneously collecting requirements across multiple program areas or organizations that are geographically dispersed and that have varying business needs.
- Experience working with DIR and the Data Center Services (DCS).
