Brief Job Description

The Management Analyst IV – Special Projects Advisor - performs highly complex professional organizational analysis work in support of the Deputy Chief Financial Officer. Work involves conducting organizational studies and evaluations to improve efficiency and effectiveness; analyzing systems, procedures, workload, operational practices, and management processes; researching and evaluating business practices, performance data, and operational trends; developing recommendations for improvement and corrective action;

preparing technical records, reports, procedures, memoranda, and executive-level briefing materials; and coordinating high-priority projects and cross-functional initiatives. The position consults with management to identify priorities, define project scope, establish timelines, monitor deliverables, and support implementation of procedural, operational, and organizational improvements. Work is performed under limited supervision with considerable latitude for initiative and independent judgment.

Essential Job Functions (EJFs)

EJF 1:
Organizational Analysis, Studies, and Evaluation (35%)

Conducts organizational studies and evaluations of Finance Division functions, operations, procedures, workload, staffing utilization, business processes, and performance trends. Collects, researches, validates, and analyzes historical, current, and projected data to identify operational issues, root causes, efficiency opportunities, and areas where procedural or system changes may be needed. Reviews current organizational, procedural, and operational systems for effectiveness, efficiency, consistency, and conformance with established guidelines.

Prepares analysis, findings, alternatives, and recommendations to support management decisions and improve organizational effectiveness.

EJF 2:
Project Coordination, Implementation, and Monitoring (25%)

Coordinates and monitors complex Finance Division projects, strategic initiatives, and executive assignments. Consults with management to identify priorities; define project scope, purpose, objectives, resource needs, timelines, and deliverables; and develop project plans and tracking tools. Monitors milestones, analyzes barriers and risks, communicates status updates, and recommends corrective actions to keep projects on schedule. Facilitates collaboration across divisions, program areas, and administrative functions to support successful implementation of organizational priorities.

EJF 3:
Executive Analysis, Reporting, and Decision Support (20%)

Prepares comprehensive technical records, reports, presentations, briefing materials, memoranda, procedures, and recommendations for Finance Division leadership and executive decision-making.
