Job Description
Management Analyst IV performs highly advanced (senior level), independent procurement lifecycle work under the CFO Procurements and Contracts (CFO-PC) Manager. This role works extensively on cross-division projects within the Finance Division and demands precise analytical execution and proactive coordination. The scope of the work focuses heavily on executing the procurement lifecycle, meticulous contract administration, and complex grant development. Procurement projects involve, but are not limited to, developing and managing various procurement types (Invitation for Bids (IFBs), Requests for Proposal/Offers (RFP, RFO), Requests for Applications (RFAs), Requests for Qualifications (RFQs), and purchases from DIR contracts.
This role assumes complete ownership in the development and negotiation of Interagency Contracts, Interlocal Agreements, and Memorandums of Understanding. Additional key duties involve entering purchase requisitions, tracking complex contract deliverables, ensuring rigorous data and document controls, and directing end-to-end procurement planning and implementation. The Management Analyst must adhere to all procurement practices and policies, agency policies, procedures, and processes. The Management Analyst IV operates under a high level of independence with and minimal supervision, with considerable latitude for the use of initiative and independent judgement.
This position is expected to participate and potentially lead internal and external stakeholder meetings, solicitation/grant requirements gathering sessions, and contract negotiations, if needed.
- Procurement Lifecycle (60%) – Meets with division staff to establish the scope, requirements, objectives, budget, and implementation schedule for various procurements RFOs, RFPs, RFQs, RFAs, IFBs, and other procurement types as needed. Researches, identifies, develops, and documents procurement related tasks related to market research, contract terms, budgets, evaluation criteria, and solicitation documentation. Analyzes vague internal procurement requests and conducts structured discovery sessions with stakeholders to translate abstract needs into actionable, well-defined requirements.
Serves as the primary procurement liaison between division staff and the Procurement and Contracting Services (PCS) division throughout the entire procurement and contract development lifecycle. Develops complex solicitation packages under compressed timelines using the most effective procurement methods. Collaborates with System Contracting to draft, negotiate, and execute contracts, managing the entire routing and approvals process through CAPPS and through Docu Sign.
