The Management Analyst IV for Special Projects turns complex business needs into practical, efficient solutions by automating workflows, improving processes, and helping teams successfully implement new systems. This position is ideal for a creative problem solver who enjoys connecting people, technology, and data to make work easier, more accurate, and more effective.
The position performs advanced management analysis and project management work for agency special projects. Work includes planning and coordinating new systems and processes; evaluating operational efficiency; documenting business requirements and workflows; analyzing data; developing and executing user acceptance testing; and supporting implementation, training, and continuous improvement. During the Texas legislative session, the position works extensively with agency finance and budget staff to coordinate fiscal note tracking, schedules, deadlines, system support, and stakeholder communication.
The position collaborates with information technology staff, vendors, contractors, internal agency programs, and Government and Stakeholder Relations. Work is performed under limited supervision with considerable latitude for initiative and independent judgment.
Plans, leads, and coordinates special projects involving new systems, technology solutions, automated workflows, and business processes. Develops project plans, defines scope and deliverables, coordinates resources, tracks milestones and risks, facilitates project meetings, communicates status, and follows issues through implementation and stabilization. (25%)
Analyzes current operations, work processes, and system use to identify inefficiencies, control gaps, duplication, delays, and opportunities for automation or standardization. Works with stakeholders to design improved future-state processes and uses Microsoft Office and Power Platform tools, including SharePoint, Excel, Power Automate, Power Apps, and workflows, to support efficient and sustainable solutions.
