Position will be remote. Program will allow candidates who are within the State of Texas (Any City within Texas).

The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

Services are expected to start 02/17/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1984 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 1609 Centre Creek Dr., Austin, TX 78754. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Perform complex business analysis work. Work involves coordinating the gathering, development, and documentation of business requirements and analyzing requirements management methodology. Identify issues and risks on projects and initiatives. Develop test cases. Provide training on projects and business processes. Provide technical input on project documents. Communicate business processes and workflow diagrams. Identify business and project inefficiencies. Document business processes and requirements.

Minimum Requirements:

Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

Ability to mentor and provide consultation and direction to other Social Services Applications (SSA) staff.

Ability to analyze and interpret technical information including regulations, policy, and automation system documentation/specifications.

Ability to communicate in writing, translating user/business needs into a technical style, and communicate technical instructions to system users.

Ability to plan and coordinate individual and group work activities.

Ability to detect and diagnose application problems.

Ability to create technical designs for solutions to problems.

Ability to work professionally with a broad range of stakeholders.

Ability to prepare concise business requirements, technical specifications documents and related artifacts.
