This position is located at 101 E 15th St, Austin, TX, in the Open Records department.

WHO YOU ARE:

You are a meticulous professional with a strong background in editorial work and a technical understanding of document publication standards. You possess the attention to detail necessary to ensure full compliance with the Office of the Secretary of State's filing requirements and Agency style standards. You are a self-motivated problem solver who is comfortable with editing complex documents, managing web content, training Division Rule making Liaisons and other Agency staff, using SharePoint, and meeting critical deadlines.

You work well independently while remaining dedicated to the success of the collective team, and you are known for producing high-quality, accurate work in a dynamic environment.

WHAT YOU WILL DO:

The Rule making Team Editor (Editor II) performs advanced (senior-level) editorial work. You will serve as the editor for draft rule making documents to ensure conformity with Agency policy and style standards. This role involves submitting rule making documents to the Office of the Secretary of State for publication in the Texas Register; maintaining the TWC Rules and Rule making external web pages; maintaining training material and providing training to Division Rule making Liaisons or other Agency staff;

and maintaining a comprehensive electronic repository of rule making files. You will work under considerable supervision with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:
  • Review and Edit:
    Proofread and edit draft rule making documents during the rule development process to ensure conformity with Agency policy and style standards.
  • Manage Publications:
    Prepare, format, and submit rule making documents to the Office of the Secretary of State (SOS) for publication in the Texas Register by established deadlines and with minimal inaccurate or late submissions.
  • Maintain Web Content:
    Prepare and post accessible rule documents to TWC's Rules and Rule making web pages timely after Commission meetings or as requested and prepare and send Gov Delivery bulletins to subscribers.
  • Process & Route Public Comments:
    Monitor the Rule making Team's dedicated email inbox to receive, format, catalog, and route public comments to rule project authors, while forwarding unrelated public inquiries to appropriate divisions.
  • Provide Expert Training:
    Maintain training materials and train Agency staff on effective rule writing, SOS's format and style requirements, and the rule making process.
  • Administer Records:
    Maintain a comprehensive electronic repository of rule making files for historical reference.
YOU ARE A GREAT FIT WITH:
  • Graduation from an accredited four-year college or university.
  • Two years of full-time experience in editorial work, technical writing, communications, or a related field involving the development and implementation of policies and procedures.
  • Rule making & Editorial Expertise:
    Knowledge of state agency rule making processes and the ability to apply plain language principles and English grammar rules to complex regulatory documents.
  • Texas Register Compliance:
    Familiarity with the Office of the Secretary of State's rule formatting, filing procedures, and style requirements.
  • Exceptional Attention to Detail:
    Experience proofreading and editing technical legal or rule text to maintain strict consistency in grammar, style, and intent.

    Proven ability to guide and train Agency staff or Division Rule making Liaisons on rule formatting, style guides, and business writing expectations.
  • Digital Information Management:
    Experience managing digital repositories, document accessibility (such as posting accessible rules to external websites), and handling rule making inbox communications.
