The Texas Health and Human Services Commission (HHSC) seeks an eLearning and Evaluation Specialist to design, develop, and evaluate web‑based and blended learning solutions. The role integrates instructional design, eLearning development, data-driven evaluation, and performance reporting to support agency training and professional development initiatives.
Key Responsibilities- Design, develop, and maintain eLearning and web‑based training solutions, including content, objectives, assessments, and supporting documentation, aligned with adult learning principles and agency standards.
- Evaluate training effectiveness and learner outcomes by collecting, analyzing, and interpreting qualitative and quantitative data, and develop data visualizations, dashboards, and reports using Power BI or comparable tools.
- Conduct complex training and performance analyses to identify learning needs, performance gaps, and recommend instructional or non‑instructional solutions.
- Apply instructional design methodologies (e.g., ADDIE) to plan, coordinate, implement, and evaluate eLearning projects, and support occasional train‑the‑trainer sessions.
- Collaborate with internal stakeholders to coordinate project timelines, manage reviews, address scope changes, and ensure timely delivery of instructional products.
- Provide consultative support and technical guidance to program staff and subject matter experts on eLearning design, evaluation strategies, learning technologies, and continuous improvement.
- Contribute to departmental planning, goal setting, and communication strategies as part of a team.
- Minimum of two years of professional experience in eLearning development and instructional design for adult learners.
- Experience conducting training evaluation and analysis, using data to assess learning outcomes.
- Experience developing eLearning with authoring tools such as Articulate or Camtasia.
- Experience using Power BI or comparable analytics/reporting tools.
- Experience managing multiple projects in a fast‑paced environment.
- Availability to travel up to 25%.
- Four‑year college degree or equivalent experience.
