The HHSC Early Childhood Intervention (ECI) Office seeks a highly qualified candidate to fill the position of ECI Training Specialist IV (Training and Development Specialist IV). ECI is driven by its mission to assure families with young children with developmental delays have the resources and support they need to reach their goals. The ECI Training Specialist IV performs complex, senior-level training, technical assistance and consultative work for the implementation of IDEA Part C for the ECI program, focusing on education and training for internal and external stakeholders.
The role collaborates with subject matter experts, work groups, agency leadership and stakeholders to identify training needs and develops training materials, activities and products. Coordinates the development of e-learning deliverables and ensures accessibility compliance. The position works under limited direction with some autonomy. A hybrid telework/in-office arrangement is available, subject to policies.
C. Delivers trainings to diverse audiences and applies adult learning principles. Maintains proficiency in training development software for e-learning. Serves as a member of the ECI training team and attends cross-program meetings.
- Training and development procedures, learning management systems, group processes and interpersonal relations.
- Principles of adult learning.
- E-learning strategies and formats.
- Accessibility requirements and techniques for print and online materials.
- Ability to review and remediate digital materials for state and federal accessibility.
- IDEA Part C programs (preferred).
- Section 508 of the Rehabilitation Act (preferred).
- Instructional design, curriculum development, training implementation and evaluation.
- Time management, organization, project management.
- Microsoft PowerPoint proficiency.
- Developing adult learning products in instructor-led and self-paced formats.
- Presenting to diverse audiences.
- Using Articulate Storyline and Adobe Creative Suite (preferred).
- Facilitate discussions to reach consensus.
- Read and interpret laws, rules and regulations.
- Communicate effectively, orally and in writing.
- Graduation from an accredited four-year college or university; four years of relevant work experience may substitute for the degree.
- Two years of experience in adult training, workshops, curriculum development, or instructional design, including virtual trainings.
- Experience developing presentations and training materials.
- Experience creating Microsoft PowerPoint presentations.
- Experience using Articulate Storyline and Adobe Creative Suite (preferred).
- Experience with IDEA Part C ECI (preferred).
