Job Summary

Performs advanced (senior level) library work. Manages the statewide interlibrary loan program and provides consultation, technical assistance, and instruction on resource sharing to participating library staff. Manages associated resource sharing programs including the statewide courier service and the annual Interlibrary Loan Lending Reimbursement grant program. Coordinates with and assists division in programs and services such as resource‑sharing programs, continuing education and consulting, grants, and public library accreditation.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Tasks
  • Manages the statewide interlibrary loan network for Texas libraries.
  • Provides training, consultation, and technical assistance to assist libraries with interlibrary loan.
  • Manages the administration of contracts with system vendors, including procurement, monitoring, evaluation, and renewal.
  • Develops and implements plans for sharing library resources, communications, and technology among public and academic libraries.
  • Administers grants associated with interlibrary loan including ILL lending reimbursement program.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct.
  • Other duties as assigned.
Minimum Qualifications
  • Master’s degree in library and information science from an accredited program.
  • Three years of professional work experience in libraries.
  • Two years’ experience working with an integrated library system (ILS) or library management system (LMS).
  • Two years work experience with processing interlibrary loans.
  • One year experience developing and delivering training in library setting.
  • Experience in delivery of technical information and/or library programming.
  • Experience compiling, manipulating, and analyzing data, formulating conclusions, and writing reports.
Preferred Qualifications
  • Experience developing outreach and promotional materials.
  • Experience in the areas of library automation, networking, multi‑type cooperation, or library management.
  • Experience with different types of libraries, including academic libraries, public libraries, special libraries, or cooperative library systems or networks.
  • Experience with managing vendor contracts.
  • Experience with grant management.
  • Knowledge, skills, and abilities to synthesize raw data to formulate conclusions and write analytical reports.

  • Ability to consult with individuals and groups to explain policies and programs and resolve issues.
  • Ability to speak before groups to conduct training and planning meetings.
  • Ability to work collaboratively and collegially on a team.
  • Ability to move in and around personal workspace and to and from other areas of the office and building.
  • Ability to perform visual activities requiring prolonged attention to detail such as evaluating and editing computer graphical displays.
  • Ability to hear and understand speech to interact with coworkers and clients on a routine basis.
Environmental/Physical Conditions

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve moving; standing; pulling and pushing, kneeling, stooping, and bending; performing tasks requiring fine motor skill and coordination to safely move items weighing up to 20 pounds. Must be able to work extended periods at a computer.

May require working extended hours and some evenings and weekends as needed. Normal cognitive abilities including the ability to learn, recall and apply certain practices and policies and interpret data. Travel (10%), some overnight, will be required to conduct training, speak publicly, and attend meetings.

Reporting Relationships

Reports to Manager, Statewide Resource Sharing. Has no supervisory responsibility.
