SUMMARY:

The Supervisor of Special Education/Admissions is responsible for coordinating and overseeing Special Education services, including Individualized Education Programs (IEPs) and Full and Individual Evaluations (FIEs). This role ensures compliance with district, state, and federal policies and procedures, including reporting requirements related to Special Education and Admissions. The position requires strong knowledge of applicable federal, state, and local laws, regulations, and guidelines governing Special Education.

The Special Education/Admissions Department oversees student admissions, enrollment, placement, and disciplinary processes. This role requires strong interpersonal, organizational, and communication skills, with the ability to effectively engage staff at all levels of management as well as a wide range of stakeholders. Works with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:
  • Ensures the delivery of high-quality Special Education/504 programs, supports, and related services in accordance with IDEA to promote student success.
  • Oversees the development, implementation, and continuous improvement of Special Education services and programs in compliance with federal, state, and local regulations.
  • Leads the development and revision of Special Education and Admissions policies and procedures to ensure compliance and operational effectiveness.
  • Conducts audits and reviews of IEPs, ARDs, and FIEs to ensure procedural and legal compliance.
  • Ensures timely completion of evaluations, eligibility determinations, and required documentation.
  • Coordinates and communicates admissions processes by providing accurate information to prospective students, families, and school districts across Texas.
  • Facilitates and coordinates admission eligibility decisions in collaboration with district and department staff, General Counsel, Superintendent, and other stakeholders in alignment with Board policy FD.
  • Ensures placement decisions are made in accordance with Least Restrictive Environment (LRE) requirements, supporting access to appropriate services while promoting inclusion to the maximum extent appropriate.
  • Chairs and facilitates Admission, Review, and Dismissal (ARD) meetings in accordance with federal and state guidelines, ensuring all required procedures and documentation are completed.
  • Collaborates with district leadership, legal counsel, and administrators to plan and facilitate meetings addressing complex Special Education matters, including the provision of Free Appropriate Public Education (FAPE).
  • Serves as the Special Education representative at meetings, hearings, conferences, seminars, panels, and committees to provide leadership and coordination.
  • Provides consultative services and technical expertise to staff, including recommending, developing, and refining policies, procedures, and programmatic objectives.
  • Maintains collaborative relationships with school districts to support effective services for deaf and hard of hearing students, families, and professionals.
  • Supports and promotes ongoing professional development and in-service training for staff to ensure compliance with Special Education laws, regulations, and best practices.
  • Engages in continuous professional growth to remain current on Special Education laws, regulations, and relevant legal decisions.
  • Performs other duties as assigned.

Minimum Qualifications:
  • Bachelor degree in Deaf Education, Special Education or a related field.
  • 3 years of experience as a teacher, counselor, psychologist, or other related special education position.
  • 3 years of supervisory experience.
  • Sign Language:
    At hire, the applicant must have sign language skills equivalent to a Signed Language Proficiency Inventory (SLPI) level of INTERMEDIATE. When applying, the applicant must submit documentation that the applicant believes substantiates that the applicant has achieved the proficiency level required at hire.
Desirable Qualifications
  • Experience in a school for the deaf or school program serving deaf and hard of hearing students.
  • Experience supervising special education staff in a residential school setting.
  • Master degree in deaf education, special education or a related field.
  • Currently holds Mid-management or supervisory certification under the State Board of Educator Certification (SBEC).
