Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Curriculum Designer performs advanced (senior-level) curriculum development and instructional design work for disaster preparedness, recovery, and mitigation educational programs for TDEM. Oversees the development, implementation, and evaluation of adult education and training materials and serves as a subject matter expert (SME) to TDEM, local, and governmental entities.

Plans, assigns, reviews, and supervises the work of assigned staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.


* This position is located on-site and not subject to telecommuting.


* Salary is a fixed rate and is non-negotiable.

ESSENTIAL

JOB DUTIES AND RESPONSIBILITIES:
  • Designs, develops, reviews, and revises curriculum, instructional materials, presentations, and learning resources that support disaster preparedness, response, recovery, and mitigation programs.
  • Collaborates with subject matter experts and program staff to ensure training materials meet established standards, learning objectives, and program requirements.
  • Conducts comprehensive reviews of curriculum content and instructional materials; recommends revisions to scope, format, content, and delivery methods to ensure consistency, quality, and standardization across training programs.
  • Creates, updates, and maintains course presentation materials, visual aids, and other instructional resources to ensure alignment with course goals, objectives, and adult learning principles.
  • Monitors curriculum development projects to ensure work assignments are in compliance with reporting guidelines, established timelines, and budget requirements.
  • Leads meetings, coordinates project activities, and establishes priorities, schedules, and deliverables for assigned instructional design personnel and curriculum development initiatives.
  • Serves as a subject matter expert to TDEM staff, local jurisdictions, and governmental partners regarding curriculum development and instructional design practices.
  • Evaluates training effectiveness and curriculum performance through feedback, assessments, and program outcomes; recommends and implements continuous improvement strategies.
  • Plans, assigns, and supervises the work of direct report(s). Completes performance evaluations and provides coaching and mentoring to direct report(s).
  • Prepares reports, recommendations, and updates for leadership regarding curriculum development activities, status, timelines, and resource utilization.
  • Reviews training materials and ensures performance gaps are addressed in an analysis phase and contribute to the design of performance improvement solutions.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during assigned work schedule and work extended hours when needed.
  • Ability to travel 25%.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS:

Education – Bachelor’s degree in an applicable field or equivalent combination of education and experience.

Experience – Five (5) years of related experience, including curriculum development for adult learning.

PREFERRED QUALIFICATIONS:
  • Experience working with Learning Management Systems.
  • Experience working with various curriculum development software such as Camtasia, Speechelo, Articulate 360.

* Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
