Under the direct supervision of the HIV Prevention Manager, the Training and Development Specialist IV (TDS IV) performs highly complex senior-level training and development work for the HIV/STD Section-HIV/STD Prevention Unit. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
The position is responsible for facilitating virtual and in-person training, supporting curriculum and program development, collecting and analyzing training data, preparing reports, coordinating training events, and collaborating with internal and external partners. The role requires knowledge of adult learning principles, classroom management, facilitation techniques, cultural humility, public health concepts, and program guidelines. It also requires strong communication, organization, data analysis, and coordination skills, as well as the ability to travel extensively throughout Texas to support workforce training needs.

Training Facilitation – (45%)
The TDS IV coordinates and conducts training and development, typically in a classroom or online setting. The position facilitates small, medium, and large group training sessions, professional development courses, and virtual and in-person learning sessions. Organizes and prepares training materials and supplies, including the printing of handouts, notebooks, and training prompts. Ensuring the participants' printed materials are ready and available at the beginning of the training.
This position requires familiarity with adult learning theory, classroom management, and facilitation techniques, and the ability to apply them to instruction. TDS IV is responsible for delivering curricula using approved policies and procedures techniques.
The position provides in-person training for the workforce at locations across the State of Texas. This position requires travel for up to 75% of their assigned duties, for as many as 5 days and 6 nights at a time, multiple times a month, in accordance with agency travel guidelines. Weekend travel may be required.
Facilitates or provides support for virtual or webinar-based training using approved platforms and training tools. The position requires strong communication skills as they work with diverse audiences with varying backgrounds and knowledge bases.
