Job Overview

Join TxDOT's Alternative Delivery Division as a Pre‑Procurement / Procurement Engineer to identify, develop, and procure projects in the alternative delivery (design‑build) program. Based at the Stassney Campus in Austin, the role performs advanced and complex transportation engineering work across program oversight, planning, project readiness, and procurement activities.

Recruitment Bonus

Eligible for a one‑time recruitment bonus up to $5,000 when hired as Transportation Engineer II, III, or IV (subject to the stated conditions).

Responsibilities
  • Liaise with divisions, MPOs, cities, counties, and other governmental entities concerning traffic management and/or traffic safety projects.
  • Act in an advisory capacity on administrative, technical, regulatory, and engineering aspects of transportation.
  • Analyze and assist in the resolution of contract problems and disputes.
  • Coordinate and/or monitor assigned projects, programs, and plans.
  • Develop and/or review engineering‑related documents, correspondence, reports, and remediation plans.
  • Conduct on‑site engineering reviews, analyses, and tests; provide technical support at project locations.
  • Interpret maintenance standards, rules, methods, procedures, practices, and policies.
  • Lead and train professional and administrative staff.
  • Monitor consultant progress, evaluate work quality, review invoices, and prepare supplemental agreements.
  • Develop resource assignment and schedule plans supporting project objectives.
  • Perform data collection, evaluation, analysis, studies, inspections, forecasts, assessments, and planning.
  • Assist in publishing technical training and guidance on scheduling and resources.
  • Develop training courses and/or materials.
  • Make presentations and represent TxDOT.
  • Advise on complex contract questions and provide support to District/Division contract users.
  • Coordinate planning activities and resources to meet goal timelines.
  • Serve as a project manager overseeing consultants performing advanced and complex engineering work.
  • Perform other job responsibilities as assigned.
Qualifications
  • Education: Bachelor’s Degree in engineering or related science; higher degrees accepted by TX PELS.
  • Experience:
    • 5 years – Transportation Engineer II
    • 6 years – Transportation Engineer III
    • 7 years – Transportation Engineer IV
    Proportional part‑time experience may be accepted; graduate education can substitute year‑for‑year.
  • Licenses &

    Certifications:

    • Valid driver’s license; vehicle operation required.
    • Licensed Professional Engineer in Texas (or within 6 months of hire if from other state).
    • Safety Impact Certificate.
  • Knowledge: Comprehensive understanding of applicable governmental laws, rules, and regulations; construction policies, phasing, sequencing; program/project planning and management methods; risk analysis; contract development and oversight; negotiating and settlement of differences; engineering principles; multi‑project coordination; leadership and communication skills.
  • Attributes: Initiates quality management activities; logical reasoning; decision making aligned with business objectives; facilitation of group consensus; skillful use of computers and applicable systems.
Physical Requirements & Working Conditions
  • Exposure to indoor and outdoor environmental conditions.
  • Light work: lift up to 20 lbs; frequent lifting up to 10 lbs.
  • Walking and moving across sites; long distances.
  • Verbal communication and listening at normal levels.
  • Visual acuity for operating vehicles and inspecting structures.
  • Pre‑employment physical examination required.
  • Must pass drug test for safety‑impact position; random drug testing applies.
