Job Description SummaryEngineers and Project Managers in the Water Supply Planning Division will develop, coordinate, and implement early-stage water supply plans, conveyance initiatives, and legislative directives that enhance state water security. The role provides technical leadership, liaison with regional water authorities, and supports state water planning programs.
Essential Job Functions (Responsibilities)- Establish and facilitate ad hoc technical groups to promote early-stage collaboration among regional water providers and river authorities.
- Identify opportunities to expand excess water supply capacity and incentivize conveyance initiatives.
- Plan, prepare, and facilitate technical meetings, ensuring follow-up on outcomes.
- Integrate conveyance coordination outcomes into regional and state water planning processes.
- Assess technical aspects of project funding applications related to financial assistance programs.
- Serve as a technical advisor on engineering matters within the Water Supply Planning Division.
- Develop, review, and communicate updates to the State Water Plan and planning methodologies.
- Support delivery of contract documents, board items, and data-intensive technical materials.
- Coordinate across agency offices on water supply initiatives involving climate and uncertainty.
- Manage grant, professional, and contract work, including scope development, budgeting, and negotiation.
- Lead project management of special studies, legislative reports, and interactive state water plan updates.
- Provide outreach and public speaking to stakeholders, including agency Board and Legislature.
- Maintain required certifications, licenses, and continuous education; attend mandatory training courses.
- Bachelor’s degree in Engineering or related field from an accredited four‑year college or university.
- Professional Engineer (P.E.) license in Texas, or license in another U.S. state with willingness to obtain Texas license within six months of hire.
- Relevant work experience:
Engineer III / Project Manager III‑S – 2 years;
Engineer IV / Project Manager IV – 3 years;
Engineer V / Project Manager IV‑S – 4 years. - Knowledge of Texas water resource issues, program administration, and licensing requirements.
- Graduate degree in civil, environmental, water resources planning, or related field.
- Four years of progressively responsible project or program management experience.
- Experience developing and managing professional services contracts.
- Proficiency with ESRI ArcGIS software and spatial analysis.
- Strong communication, decision‑making, and technical writing skills.
- Engineer III or Project Manager III‑S: $6,301 – $6,615 per month.
- Engineer IV or Project Manager IV: $6,616 – $7,350 per month.
- Engineer V or Project Manager IV‑S: $7,351 – $9,200 per month.
