JOB DESCRIPTION SUMMARY

The Texas Water Development Board (TWDB) is seeking a motivated and qualified Engineer or Project Manager to join the Water Supply Planning Division. The position will implement early-stage conveyance and coordination requirements of Senate Bill 7 of the 89th Legislature. The ideal candidate will have experience in developing water supply plans at local, regional, and state levels, design and support construction of water projects, model surface and groundwater availability, and project water demand.

The role involves managing civil projects, preparing engineering cost estimates, understanding capital improvement plans and public financing, and managing GIS and other data while assessing risks in water supply planning. The candidate should be familiar with Texas water resources and possess strong judgment, decision-making, and communication skills, with experience developing, negotiating, and managing technical contracts. The role represents TWDB at meetings, provides guidance to staff and stakeholders, and delivers technical training.

Performs complex (journey-level) to advanced (senior-level) technical support and provides engineering expertise regarding water supply planning, including infrastructure capacity and conveyance issues. Work includes supporting ad hoc technical groups to promote early-stage collaboration among regional water providers and river authorities, identifying opportunities to expand excess water supply capacity, and incentivizing conveyance initiatives benefiting the state. Also involves implementing legislative directives, supporting agency funding programs, and integrating early-stage coordination into state water supply planning processes.

Serves as the Water Supply Planning Division Technical Lead and may train others. Reports to the Director of the Water Supply Planning Division.

ESSENTIAL JOB FUNCTIONS

  • Establishes, convenes, and facilitates ad hoc technical groups to promote early-stage collaboration among regional and major water providers and river authorities.
  • Identifies opportunities to expand excess water supply capacity, incentives conveyance initiatives, and coordinates internal and external efforts.
  • Plans and prepares meeting materials, facilitates technical discussions, and ensures follow-up on meeting outcomes.
  • Implements and integrates the outcomes of the conveyance coordination effort into regional and state water planning processes.
  • Assesses technical aspects of project funding applications related to various financial assistance programs.
  • Advises on engineering and technical matters related to the water supply planning division and regional/state planning program areas.
  • Participates in and contributes to the development, writing, review, and communication of the State Water Plan.
