Job Summary
Oversees and manages engineering and inspection staff and consultants performing fracture critical/nonredundant steel tension member inspections, underwater bridge inspections, complex bridge inspections, and tunnel inspections. Supports statewide efforts to perform damage and in-depth inspections. Ensures compliance with applicable bridge inspection metrics, state policies, procedures, standards and guidelines. Serves as TxDOT's Tunnel Inspection Program Manager. Manages a team of engineers and other professional staff.
Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
- Advises staff engineers.
- Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries.
- Assists in overseeing and maintaining the Bridge Inspections Program in the Bridge Division and assists districts with bridge inspection-related matters.
- Coordinates fracture critical, underwater or off-system bridge inspection programs.
- Chairs or serves as a member of a contract selection team.
- Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
- Develops standards in conjunction with TxDOT divisions and districts and the Federal Highway Administration and ensures compliance with
- National Bridge Inspection Standards.
- Makes presentations and represents TxDOT.
- Oversees and performs bridge structural evaluations/analyses of structures; inspects bridges that have appraisal and condition ratings or are recommended for closure.
- Performs critical inspections on large or unusual structures when requested by the Bridge Division or in response to an emergency.
- Performs final review, prepares, evaluates and negotiates contracts with consultants for routine, fracture critical and underwater bridge inspections.
- Performs underwater inspections, diving, fracture critical member inspections and scour critical evaluations; travels statewide as required to perform this essential duty.
- Recommends replacement/rehabilitation/repair of damaged bridges and coordinates with local officials on critical findings involving structures, not under state jurisdiction, to have them posted, repaired or closed to the traveling public.
- Supervises professional engineers and other professional employees.
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TXPELS
Experience:
- 4 years of experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
- Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience
Licenses and
Certifications:
- Texas Licensed Professional Engineer
- Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

- Bridge design engineering principles, practices and methods and the application of engineering theory
- Bridge construction and evaluation methods, procedures and regulations
- Fatigue and fracture mechanics
- Applicable industry safety standards, guidelines, and specification codes
- Materials used in highway/bridge construction and maintenance
- Bridge inspection and appraisal methods and procedures
Considerable Knowledge of:
- Structural engineering terminology, principles, practices and methods and the application of engineering theory
- Materials design, specifications and applications
- Contract development and oversight
