Salary Ranges

The Flood Protection Planning Grant department in the Flood Planning division seeks highly motivated individuals to manage complex Flood Infrastructure Fund (FIF) Category 1, Flood Management Evaluations (FME), and similar projects. The role involves hydrologic and hydraulic modeling, mapping, planning, design, construction of flood risk reduction projects, and ensuring grant compliance.
Essential Job Functions- Review financial assistance applications and advise applicants on TWDB requirements.
- Serve as advisor on engineering matters and oversee reviews by other project reviewers.
- Develop and manage grant and professional services contracts.
- Prepare engineering information for funding requests and make final feasibility recommendations.
- Coordinate with federal and state agencies concerning projects and programs.
- Perform technical review and evaluation of engineering documents, determining deficiencies and providing recommendations.
- Monitor project schedules, budgets, and invoice costs, identifying potential issues or delays.
- Manage project compliance, including construction oversight of TWDB‑funded projects.
- Assist owners with problem resolution and ensure contracted work meets approved specifications.
- Document project files and provide support to additional flood planning teams as needed.
- Recommend process improvements within the FPPG division.
- Participate in reviewing regional and state flood plans and related activities.
- Maintain confidential information and ensure proper records retention.
- Keep certifications and licenses current and complete mandatory training.
- Operate personal or state vehicle for business purposes, as required.
- Perform additional duties as assigned.
- Bachelor’s degree in Civil Engineering or related field from an accredited four‑year institution.
- Professional experience matching the classification series:
- Engineers with Texas P.E. License:
- Engineer II – one year relevant experience as a licensed P.E.
- Engineer III – two years relevant experience.
- Engineer IV – three years relevant experience.
- Engineer V – four years relevant experience.
- Engineers with P.E. License in another U.S. State:
- Project Manager III – one year relevant experience.
- Project Manager III‑S – two years relevant experience.
- Project Manager IV – three years relevant experience.
- Project Manager IV‑S – four years relevant experience.
- Engineer in Training (E.I.T.) in Texas:
- Project Manager II – two years relevant experience.
- Project Manager III – four years relevant experience.
- Project Manager IV – six years relevant experience.
- Engineers with Texas P.E. License:
- License/Certification:
Licensed P.E. in Texas, or willingness/ability to obtain Texas P.E. within required timeframe.
- Graduate degree in related field.
- Four years progressively responsible professional experience managing projects/programs and supervising staff.
- Experience with contract and project management, including scope, budget, and change orders.
- Knowledge of hydrologic/hydraulic modeling and flood risk mapping.
- Experience in planning, design, and construction of flood risk reduction projects.
- Experience with floodplain and flood management regulations.
- Certified Flood Plain Manager.
- Knowledge of flood planning laws, regulations, and program requirements.
- Knowledge of engineering principles and project planning.
- Proficiency with Microsoft Office, spreadsheet, presentation, and database software.
- Strong analytical, problem‑solving, and decision‑making skills.
- Excellent verbal and written communication skills.
- Ability to manage multiple tasks, meet deadlines, and work independently.
- Willingness and ability to travel within Texas and operate a vehicle for business.
- Ability to train and supervise others.
