Position: TWDB - 26-82: Water Resources Engineer (Engineer II-V or Project Manager II-IV)

Job Description

The Texas Water Development Board (TWDB) Flood Protection Planning Grant Department is seeking a highly motivated Water Resources Engineer or Project Manager to manage complex flood infrastructure planning projects. The position involves technical analysis, grant contract oversight, project management, and collaboration with federal, state, and local agencies.

Salary (Pay Basis)
  • Licensed Texas Professional Engineer (P.E.) or equivalent:
    • Engineer II or Project Manager III: $7,450.00$7,600.00 per month
    • Engineer III or Project Manager III‑S: $7,601.00$8,000.00 per month
    • Engineer IV or Project Manager IV: $8,001.00$8,400.00 per month
    • Engineer V: $8,401.00$8,610.00 per month
  • Engineering Training (E.I.T.) in Texas:
    • Project Manager II: $6,100.00$6,400.00 per month
    • Project Manager III: $6,401.00$7,000.00 per month
    • Project Manager IV: $7,001.00$7,501.00 per month
Essential Job Functions
  • Reviews applications for financial assistance and advises applicants on TWDB requirements.
  • Serves as an advisor on engineering matters and oversees applicable reviews.
  • Develops and manages grant and professional services contracts, negotiates amendments, and develops scopes of work.
  • Provides engineering information for Board funding decisions.
  • Coordinates with federal and state agencies regarding projects and programs.
  • Performs technical review of engineering documents, ensuring compliance with TWDB rules.
  • Monitors project schedules, budgets, and invoice costs to identify potential issues.
  • Acts as project manager, approving payment requests and monitoring project progress.
  • Conducts on‑site observations to ensure compliance with specifications.
  • Assists owners with problem resolution and ensures work meets contract documents.
  • Manages documentation and records, maintaining confidentiality and complying with records retention procedures.
Minimum Qualifications
  • Bachelor’s degree in Civil Engineering or a related field from an accredited institution.
  • Experience requirements vary by licensed status:
    • Licensed Texas P.E.: 1–4 years of relevant experience depending on classification (Engineer II to V).
    • Licensed P.E. from another U.S. state: 1–4 years of experience depending on Project Manager classification.
    • Texas Engineer in Training (E.I.T.): 2–6 years of experience depending on Project Manager classification.
  • Texas P.E. license (or ability to obtain within 6–12 months as outlined).
Preferred Qualifications
  • Graduate degree in planning, civil/environmental engineering, or related field.
  • 4+ years of project/contract management experience with staff supervision.
  • 3+ years of experience in hydrologic/hydraulic modeling and flood risk mapping.
  • Knowledge of floodplain/flood management regulations and federal/state programs.
  • Certified Flood Plain Manager.
  • Proficiency with Microsoft Office (Word, Excel, Access) and relevant engineering software.
  • Strong communication, analytical, and organizational skills; ability to work independently.
