Traffic and Intelligent Transportation System (ITS) Engineering Department Manager

Stanley Consultants seeks a Traffic and ITS Engineering Department Manager to lead the department, supervise 4-8 staff, coordinate project priorities, staffing, budgets, and assignments. The manager will support new business development, client relationships, and strategic growth initiatives while ensuring design excellence.
Responsibilities- Manage all line organization functions assigned to the department including personnel administration, project QA, project team support, technical organization support, and business development.
- Lead traffic engineering and ITS-related strategic and growth initiatives, assist with major project pursuits, new business development, and local client relationships; identify potential projects and develop strategies to win these projects.
- Support CSMs with client outreach where appropriate.
- Build and maintain relationships with key traffic engineering and ITS clients.
- Recommend department plans, programs, and resources, including staff budgets and capital expenditures, and manage and execute those approved to meet line organization objectives.
- Lead and develop project managers or department members to meet objectives and support career growth.
- Recommend hiring, salaries, promotions, transfers, demotions, and terminations of department members.
- Draft and review scopes and fees for new department projects.
- Serve as project manager on key department projects.
- Ensure department resource planning is completed on a timely basis.
- Report department status, results, and performance.
- Balance workload within the department and other Traffic/ITS Engineering Departments.
- Recommend department and group operating policies, standards, and procedures.
- Perform other functions delegated by the Traffic and ITS Engineering Group Manager and/or Transportation Market Leader.
- Perform all phases of traffic and ITS engineering, including proposals, studies, architecture, modeling, design, and project management.
- Perform engineering for private, state, federal, and international clients.
- Bachelor of Science in Civil Engineering or related field.
- At least 15 years of relevant work experience.
- At least 3 years of managerial experience.
- Texas Professional Engineer (PE) license or ability to obtain within a few months.
- Traffic Engineering, Planning and Design experience, and/or ITS planning and design experience.
- Great written and oral communication skills.
- PTOE or RSP certification.
- ITS Planning and Design experience.
- Safety Planning experience.
