The Texas Department of Transportation’s Environmental Affairs Division is seeking a Project Delivery Manager to oversee and coordinate environmental planning activities for state and federal transportation projects. The role involves liaising with regulatory agencies, internal project teams, and community stakeholders to ensure compliance with environmental laws and to mitigate impacts.

Minimum Salary: $65,000.00
Maximum Salary: $90,000.00

Full‑time, Day Shift
Primary location:
Stassney HQ – Main (6230 East Stassney Lane, Austin, 78744). The position requires on‑site presence with occasional field work and travel (approximately 10%).

• Represent the Department on routine environmental matters and serve as the liaison with state and federal resource agencies.
• Consult and coordinate with district project managers, planners, engineers, and environmental staff to refine projects and minimize environmental impacts.
• Interact with regulatory agencies, special interest groups, the public, and internal stakeholders to address environmental concerns.
• Lead projects requiring environmental coordination and planning.
• Evaluate environmental impacts of transportation activities—including noise, air, water quality, wetlands, hazardous materials, socioeconomic, biological, geological, cultural, and historic resources.
• Prepare and approve correspondence, reports, and environmental assessments/impact statements in compliance with applicable laws and regulations, with guidance from a team lead.
• Monitor and research current and proposed environmental technical studies, laws, regulations, and policies to develop and recommend best practices.
• Present information on environmental programs, projects, and activities at public and professional meetings, seminars, and conferences.
• Develop, write, and revise consultant qualifications, statements of work, work authorizations, amendments, and related contract documents.
• Perform other duties as assigned.

• Education
  :
  Bachelor’s degree in environmental science or a closely related discipline. Related experience may substitute for the degree.
• Experience
  :
  • Planner I – no prior experience required.
  • Planner II – minimum of 3 years of environmental, planning, or project‑management experience.
• Skill requirements (informational, analytical, and communication skills):
  • Collecting, analyzing, and organizing technical data.
  • Using field equipment and photographic tools relevant to the role.
  • Researching, developing, and implementing policies and technical information.
  • Developing and delivering presentations and speaking to varied audiences.
  • Planning and coordinating multiple environmental programs/projects to meet deadlines.
• Demonstrated ability to build effective working relationships, negotiate, and manage project activities.
• Knowledge of environmental laws, regulations, and mitigation requirements; familiarity with air quality, archeology, biology, community impact, hazardous materials, water resources, and transportation facility maintenance.
• Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook), Adobe Acrobat, and related software.

• Light field work: lift up to 20 lbs.; carry items up to 10 lbs.; standing periods.
• Repetitive hand and wrist motions.
• Verbal and written communication on a regular basis.
• Undergoes drug testing prior to employment.
