Summary:
Senior-level engineering and project management role focused on floodplain modeling, mapping, and program coordination within the Texas Water Development Board.
Performs senior-level to highly advanced modeling, project management, and engineering work. Provides leadership in a floodplain modeling program, coordinates flood mapping tasks, serves as an advisor on engineering matters, and ensures model compliance with agency standards. Develops schedules, guidelines, procedures, and standards; plans and oversees work; may train staff; reports to the Manager of the Flood Modeling Department.
Essential Job Functions- Provide senior leadership in the Flood Modeling Department and statewide floodplain modeling program.
- Support regional and state flood planning by developing technical standards and procedures.
- Manage project activities within the department, coordinate external activities, and lead or prioritize team work.
- Develop and apply floodplain models according to agency standards.
- Support FEMA Cooperating Technical Partners (CTP) Program efforts.
- Coordinate with federal, state, and local entities to collect NFIP and RiskMAP data for floodplain mapping.
- Develop, review, and implement policies, procedures, and study results to improve operations.
- Prepare scope of work, memos, reports, processes, and policy documents; liaise with stakeholders and present to technical and non-technical audiences.
- Manage contracts related to floodplain modeling and mapping; oversee staff contracts.
- Ensure quality customer service and maintain records according to agency retention schedules.
- Maintain required certifications and licenses and meet continuing education requirements; may operate a vehicle for business.
- Perform other duties as assigned.
- Bachelor’s degree in Engineering, Physical/Natural/Environmental Sciences with emphasis in Hydrologic/Hydraulic/Hydrodynamic Modeling, Surface Water Resources, or related field.
- Professional experience as a licensed Professional Engineer (P.E.) or in a PE capacity in another U.S. state, with progressive responsibilities.
- License/Certification:
Texas P.E. (preferred) or willingness to obtain Texas P.E. within 6 months for out-of-state P.E.s; experience with HEC-HMS/HEC-RAS or similar modeling tools is required. - Three years of progressively responsible professional work experience managing projects and/or staff (multi-disciplinary teams).
- Graduate degree in Engineering, Physical/Natural/Environmental Sciences with emphasis in Hydrologic/Hydraulic/Hydrodynamic Modeling, Surface Water Resources, or related field.
- Experience with a wide range of hydrologic methods and models for various watershed sizes.
- Experience developing unsteady, two-dimensional, or complex hydraulic models and automation techniques for hydraulic models.
- Experience with FEMA flood hazard mapping and Base Level Engineering.
- Knowledge of floodplain management regulations and policy development; experience in flood risk assessment, including damages and cost-benefit analyses.
- Proficiency in data analysis, visualization, and communication related to flood analytics.
- Project management, mentoring, training, and ability to work with elected officials, stakeholders, and the public.
- Knowledge of ArcGIS 10+ and related extensions; strong Microsoft Office skills.
- Ability to interpret engineering documents, manage large datasets (including LiDAR/DEM, soils, land cover), and work with numerical/visualization tools (e.g., Matlab, Python, Sci Py, Num Py, Tecplot, HEC-DSS).
- Programming or scripting experience (e.g., Fortran, C, Python, Bash) and technical writing skills for memos, reports, and policies.
- Strong communication, team collaboration, and the ability to manage multiple tasks and travel up to 10% within Texas.
