Engineer C; Capital Delivery Services

Overview

Engineer C:
Under minimal supervision with considerable latitude for initiative and independent judgment, performs highly complex engineering functions that include designing, planning, and overseeing work in support of construction, maintenance, and alteration of structures, facilities, processes, equipment, and systems.

• Approve, process, and seal plans, specifications, or construction documents by applying engineering standardization of practices and principles within Local and State regulatory requirements.
• Manage technically complex, highly visible projects or programs requiring strong technical proficiency and administrative coordination.
• Identify, evaluate, and provide improvement recommendations with preliminary and final designs and design criteria for assigned programs or projects.
• Assist in preparing preliminary and long-range plans, schedules, estimates, budgets, detailed final plans, specifications, special conditions, and agreements.
• Provide technical oversight of project progress from design through completion; develop cost estimates, track expenditures, and prepare engineering and feasibility reports.
• Prepare preliminary contract documents, specifications, and plans; prepare final plans, specifications, special conditions, and agreements; coordinate and oversee work of contractors, affected public agencies, and utilities.
• Write complex technical specifications for construction contracts; review plans and approve permits by applying complex engineering standardization of practices for regulatory compliance.
• Inspect and monitor projects for legal compliance by reviewing contractor work and ensuring specifications are met; perform complex calculations to analyze preliminary results.
• Develop cost estimates or track expenditures by reviewing and preparing contract change orders; negotiate and recommend financial arrangements for changes to contracts.
• Lead design team activities as needed for preliminary and long-range plans, schedules, estimates, budgets, and final construction plans, specifications, and agreements.
• Conduct field inspections of contractor work to ensure compliance with plans and specifications; draft and recommend approval of contract change orders.
• Research and perform statistical analysis for validation of reports and publication of results in various formats.
• Develop standard operating procedures, policies, and ordinances for various contracts or projects; provide analysis and recommendations on performance of personnel assigned by contract or projects.
• Design and maintain database systems for project or program areas; prepare and deliver presentations to public bodies or customers.

• Bachelor’s degree in Engineering or related field from an accredited college/university; plus eight (8) years of engineering experience acquired before and/or after licensure as a professional engineer.
• Licenses and Certifications
  
  Required:
  
  Licensed Professional Engineer (P.E.) in the State of Texas; or if licensed in another state, ability to obtain a Texas P.E. license within six (6) months of employment.

• Experience designing civil engineering projects in roadways, urban trails/sidewalks, water/wastewater, and/or stormwater/drainage/water quality.
• Experience preparing engineering budgets and construction cost estimates, preliminary engineering reports, technical specifications, and contract/bid documents.
• Experience permitting civil engineering projects through Federal, State, and Local entities.
• Experience in civil engineering drafting with CAD software and ability to adapt to workflow processes.
• Experience directing and coordinating with sub-consultants, surveyors, or other stakeholders in a design team environment.
• Ability to travel to multiple work locations.
