District Engineer

As a District Engineer, you will serve as a key leader responsible for the planning, design, execution, and successful delivery of municipal capital improvement projects that support critical public infrastructure. In this role, you will oversee the review of construction submittals and provide technical guidance for utility pipeline systems, groundwater and surface water production facilities, and water treatment infrastructure. Working closely with contractors, consultants, regulatory agencies, and internal stakeholders, you will help ensure projects are delivered safely, efficiently, and in compliance with applicable standards and regulations.

You will play an instrumental role in maintaining project quality, budget performance, and schedule adherence throughout the construction lifecycle. Through the effective management of submittal tracking logs, permitting documentation, daily labor utilization reports, material delivery records, and controlled inspection logs, you will monitor project progress, identify potential risks, and drive timely resolution of issues. Success in this position requires strong engineering judgment, exceptional project management skills, and the ability to coordinate multiple priorities while delivering infrastructure improvements that enhance the reliability, sustainability, and long-term service of municipal water and utility systems.

What You'll Do:

  • Lead the development, evaluation, and implementation of revisions to engineering plans, specifications, and construction documents, ensuring design solutions effectively address evolving field conditions, regulatory requirements, and project objectives while minimizing schedule and budget impacts.
  • Manage and coordinate the comprehensive review of district capital improvement projects with local, state, and federal agencies, securing required permits, approvals, and regulatory clearances to support uninterrupted project execution.
  • Oversee project and construction management activities for municipal infrastructure projects, ensuring compliance with design standards, contract requirements, safety regulations, and quality control measures throughout all phases of construction.
  • Review, approve, record, and maintain easement and right-of-way documentation submitted by external stakeholders, developers, consultants, and property owners to ensure legal compliance and protection of district assets.
  • Prepare and administer detailed technical specifications, bid packages, contract documents, requests for proposals, and program management documentation to support procurement, contractor selection, and successful project delivery.
  • Analyze survey reports, topographic data, maps, engineering drawings, and construction blueprints to evaluate project feasibility, identify design conflicts, and develop effective engineering solutions for complex infrastructure challenges.
  • Collaborate with contractors, consultants, utility providers, and internal stakeholders to resolve technical design issues, review construction submittals, evaluate change orders, and ensure timely completion of project milestones.
  • Monitor project performance through analysis of schedules, budgets, material deliveries, inspection records, and construction progress reports, proactively identifying risks and implementing corrective actions to maintain project quality, cost control, and schedule adherence.

What You'll Need:

• Bachelor of Science in Construction Management, Civil, Environmental, or a related engineering discipline.

• Professional Engineer (PE) license.

• 10+ years of relevant water utilities experience.

• Ability to read and interpret construction plans and specifications.

• Obtain any required certifications and pass appropriate qualification tests for the position in specified time frames.

• Must have a valid driver's license with a good driving record.
