General Description

Performs highly complex to advanced and/or supervisory accounting work. Work involves conducting financial analysis, preparing financial statements and reports, monitoring agency fiscal functions, and performing other general accounting activities. May supervise or train staff performing related activities. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Work Location

This position is primarily in-office, with limited telecommuting days available based on team and agency needs. Regular onsite attendance is considered an essential function of this position.

Examples of Work Performed
  • Performs and/or coordinates fiscal operations including accounting, payroll, budgeting, cash receipts, disbursements, and related financial activities.
  • Performs and/or coordinates general accounting functions, including processing accounts payables, accounts receivables, travel, and fixed asset actions.
  • Prepares and/or coordinates financial reports including budgets, payroll, cost estimates, tax reports, and encumbrance reports.
  • Prepares and posts various vouchers and reviews them for accuracy.
  • Reviews accounting or control records for accuracy and conformance to established standards and procedures.
  • Develops and maintains procedures for the purchase of services, the documentation of claims for payment, and the preparation and processing of payrolls.
  • Reviews contracts and agreements to ensure procurement compliance.
  • Compiles, analyzes, and validates financial data for cumulative monthly reports and annual financial reports.
  • Researches reconciliation discrepancies and reports findings.
  • Maintains systems and controls necessary to provide accurate accounts of expenditures.
  • Monitors and maintains the operating budget by tracking expenditures and encumbrances and ensuring compliance with established financial controls.
  • Implements and maintains systems, procedures, and internal controls to ensure accurate budget balances, proper financial management, and safeguarding of agency funds.
  • Implements and maintains procedures for controlling, handling, and depositing cash receipts and revenues, and records transactions involving deposits, disbursements, and appropriated funds.
  • Provides technical assistance and guidance to staff regarding complex or difficult accounting transactions.
  • Advises agency staff on payroll, purchasing, travel, and fixed assets matters.
  • Maintains and updates office key inventory and records.
  • Monitors legislative changes that affect the management of funds and other business services procedures.
  • Collaborates with the Information Technology team to identify and implement system improvements and enhance management reporting formats.
  • May serve on committees and participate in state financial organizations.
  • Performs related work as assigned.
General Qualification Guidelines Experience and Education

Graduation from an accredited four-year college or university with major course work in accounting, finance, or a related field. A minimum of four years of experience in accounting or financial operations. Related graduate-level education may be substituted for work experience on a year-for-year basis.

Knowledge, Skills, and Abilities

Knowledge of generally accepted accounting principles and procedures; governmental accounting; financial administration and budget control methods; statewide budget and financial systems, including payroll, purchasing, travel, accounts payable, accounts receivable, and fixed asset systems; and related laws, policies, and regulations governing fiscal operations and automated accounting systems.

Skill in organizing work for efficient operations; identifying and resolving problems through analytical and innovative approaches; collaborating effectively across staff levels; and presenting processes and procedures.

Ability to interpret and apply accounting theory; interpret laws and regulations; work accurately with numerical detail; analyze, consolidate, and interpret accounting data; communicate effectively; manage multiple projects; work independently or as part of a team; and supervise the work of others.
