OBJECTIVE

Under the direction of the Director of Finance and Accounting, provides direction and guidance in strategic operations and planning for Budget activities. Perform advanced (senior level) managerial work overseeing the daily operations of budget preparation and analysis work. Work involves establishing the strategic budget instructions; analyzing and reviewing budget requests; establishing priorities, standards, and measurement tools for determining progress in meeting goals;

supporting and preparing the development of legislative appropriation requests and the Legislative Budget Board (LBB) operating budget; and compiling ongoing and ad hoc budget analyses and reports. Supervise and manage the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES
  • 1. Directs budget team ensuring compliance with agency policies and administrative duties;
    Develops and implements policies and procedures for budget activities to ensure compliance with state and federal laws, rules, and regulations;
    Monitors THC's financial performance to ensure compliance with budget limitations including appropriations and available revenue sources;
    Plans, assigns, and supervises the work of the Budget team.
  • 2. Oversee the internal operating budgets for THC divisions in the Centralized Financial System.
  • 3. Oversee the establishment of goals and objectives; develop schedules, priorities, and standards for achievement of goals; and direct budget evaluation activities.
  • 4. As directed, make presentations before the Texas Legislature or the Commission on THC budget
  • 5. Develops and implements techniques for evaluating budget activities. Identify the need to revise budget functions throughout the agency, and report findings and recommendations to the Director of Finance and Accounting.
  • 6. Formulate and implement policy/procedures for Commission budget ensuring compliance with state and federal laws and regulations concerning fiscal management of government funds and resources.
  • 7. Assist with formulation, presentation, and monitoring of the Commission’s operating budget.
  • 8. Reviews and develops cost savings models for program activities; oversees internal and external cost‑saving analysis and reporting.
  • 9. Assist with reviewing proposed legislation and the implementation of legislation affecting budget activities.
  • 10. Adhere to an established work schedule with regular attendance.

QUALIFICATIONS/REQUIREMENTS
  • Bachelor’s degree in finance, Accounting, Business Management, or a related field;
  • Minimum four years of work experience in fiscal management practices and procedures in budget operations;
  • Experience in managing budgets at the department or agency level;
  • Experience serving in a supervisory or managerial capacity;
  • Ability to maintain the security or integrity of the critical infrastructure;
  • Valid driver’s license, acceptable driving record, and ability to drive a state vehicle; and
  • Required to travel up to 10% of the work period.
PREFER
  • Master’s degree in Finance, Accounting, Business Management, or a closely related field;
  • Certified Public Accountant or Certified Governmental Financial Manager;
  • Experience with the Uniform Statewide Accounting System (USAS) and/or CAPPS Financials;
  • Four years’ experience supervising a departmental budget for a state agency.
