The Data Analyst’s primary duties will be to perform Python programming for simulations of the state’s public school finance system. The position will also support the budget analyst responsible for the state’s public school finance system; respond to related ad hoc data requests; and perform other fiscal, policy, and data analyses to support the work of the Legislature.

This position reports to the Manager of the Public Education Team and works closely with the Public Education Data Supervisor and other data analysts on the Public Education Team. The position works under general supervision, with moderate latitude for the use of initiative and independent judgment.

  • Assist with the maintenance and deployment of the data and technical systems that comprise the school finance model.
  • Conduct quality assurance procedures to produce accurate and complete work products.
  • Complete ad hoc requests and analyses in Excel or Python to be distributed to a variety of audiences.
  • Communicate effectively by adequately simplifying and translating complex data and providing high level summaries and options for a variety of audiences, use language appropriate for the audience.
  • Assist with the development and implementation of Public Education policy reports.
  • Coordinate and collaborate with other LBB analysts on budget, performance, and revenue issues, as appropriate.
  • Work collaboratively with other teams to effectively support legislative deliberations and agency success.
  • Contribute to or complete additional assignments that meet agency or legislative needs.
  • Excellent oral and written communication skills.
  • Knowledge of Legislative functions, procedures, and public administration practices.
  • Skill in using logic and reasoning to identify strengths, weaknesses, and solutions to novel problems.
  • Skill in using Python, Git, Excel, and other Microsoft Office applications for research and presenting conclusions.
  • Skill in developing and maintaining data and technical systems.
  • Ability to decode mathematical formulas from complex text to understand the fiscal implications of legislation.
  • Ability to effectively engage team members and encourage interpersonal relationships.
  • Ability to work on computers for extended periods of time.
  • Ability to plan, think ahead, and anticipate problems.
  • Ability to research and develop expertise in team-specific topics.
  • Skill in maintaining confidentiality and objectivity, using sound reasoning to determine course of action and express ideas without bias.
  • Skill in listening and responding appropriately in a variety of settings.

Education And Experience

Minimum Qualifications
  • Graduation from an accredited four‑year college or university.
  • Experience in Python with demonstrable intermediate proficiency.
  • Experience in Excel with demonstrable intermediate proficiency.
Preferred Qualifications
  • A graduate degree preferred but not required.
  • Experience in the fields of public education or public policy, especially with the Texas public school finance system, preferred, but not required.
  • Interest in learning to use new technologies and develop expertise in public education policy.
