About This Position
Purpose
:
Coordinates and develops budget process deliverables. Provides financial information to management by planning, developing, interpreting, monitoring, processing, and reporting financial and budget information for use by management.
- Assist with development of the operating or CIP budget for the department.
- Perform budget analysis by implementing the organization’s budget process system, providing guidance and recommendations to management, finalizing the organization’s budget, and monitoring the budget by preparing or reviewing current-year estimates and budget variance reports.
- Prepare financial analysis, periodic, and ad‑hoc reports by researching, compiling, monitoring, and summarizing current and historical financial information and data; report on variances and trends.
- Perform debt administration by monitoring debt service schedules.
- Provide financial support and monitor CIP projects, process and track task orders and other project requirements in eCAPRIS and other financial systems.
- Assist with the development of department’s Business Plan and forecast; prepare fund summaries to keep management abreast of the financial conditions of the department.
- Develop and maintain computer spreadsheet models and databases to support project data analysis and financial reporting.
- Review and approve accounting and financial transactions by verifying documentation and accurately completing transactions; ensure transactions comply with city policy, applicable laws and regulations, and sound business practices.
- Assist departments and other customers by providing procedural and financial information and guidance with financial systems.
- Research and provide information requested by City Council, city management, boards and commissions, vendors, the public, regulatory agencies, and other city offices.
- Monitor state and federal regulatory processes and provide guidance to the department regarding the financial impact of new and/or proposed legislation, regulations, and standards.
- May provide leadership, work assignments, evaluation, training, and guidance to others.
- Knowledge of public budgetary and financial policies, accounting practices, internal control systems, and business practices.
- Knowledge of manual and automated financial systems and financial and budget reporting.
- Skill in designing and maintaining complex spreadsheet and database models and utilizing word processing and presentation software.
- Skill in effective oral and written communication; ability to analyze and interpret financial records and present data to provide accurate information for management’s use.
- Ability to resolve problems that require good judgment, prepare accurate and complex financial reports, and establish and maintain good working relationships with other city employees and the public.
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Finance, Accounting, or Economics, plus four (4) years of related experience.
- Graduation with a Master’s degree in Finance, Accounting, Economics, Business, Public Administration, or other relevant field may substitute for two (2) years of experience.
- A five (5) year accounting (MAcy) degree or CPA designation may substitute for one (1) year of experience.
- Knowledge of fixed income accounting and PFIA Texas Government Code 2256.
- Experience in governmental fund accounting.
- Advanced Microsoft Excel skills.
- Preferred certifications: CPA, CTP.

Pay, Hours, and TeleworkPay Range: $71,630 – $90,980 (Annual).
Hours:
Monday – Friday; 8:00a.m. – 5:00p.m. Telework opportunities may be available after an initial training period; staff eligible to telework must be in the office for at least 40% of their scheduled work week.
