Position Overview
The Cash Management Team Lead performs highly advanced/complex accounting work that requires careful review of administrative cash and revenue related matters. Duties include timely recording of agency revenues, daily cash draws from federal and state grant systems, revenue refund processing, and preparation of revenue-related state and federal reports in compliance with regulations. The Lead will plan, assign, and supervise work, ensuring the cash management team meets performance goals and maintains accuracy.
The role requires a passion for customer service and a commitment to continuous improvement.
The position reports to the Assistant Accounting Director and may involve overseeing a team of 1-2 employees.
Responsibilities- Daily Federal Revenue Draws: Perform and/or review daily federal revenue draws from various grant systems, deposit funds into the state treasury, and record them in the agency accounting system (TCAPPS).
- Monitor Cash Balances: Monitor USAS screens and DAFR reports to ensure appropriate fund balances, make entries to clear defaults and suspense funds, and execute necessary cash transfers.
- Monthly Cash Activity Tasks: Coordinate and review monthly tasks such as revenue reconciliation, DPS non-certification ITV, and FSP cash requests; maintain accuracy by aligning journal entries with EC table details.
- Team Leadership: Train revenue accountants, provide guidance, assign tasks, and review their work.
- Annual CMIA and Reports: Prepare Annual Cash Management Improvement Act (CMIA) reports, collect data on improper payments, and provide timely customer service to stakeholders.
- Education: Graduation from an accredited four-year college or university.
- Experience: At least five years in accounting or financial management, including four years in cash management for a Texas state agency, four years with USAS, and one year using the Texas CAPPS system.
- Substitutions: Education and experience may substitute for one another on a year-for-year basis.
- Proficiency in Microsoft Excel is required.
- Share the belief that all Texas students can achieve at high levels and succeed in college, career, or the military.
- Completion of at least six hours of college-level accounting courses is preferred.
- Experience with federal grant draws is preferred.
- Proficiency with CAPPS queries or similar systems and advanced Excel skills (e.g., pivot tables) is preferred.
- A high degree of accuracy and attention to detail.
- Experience with state cash management procedures and processes.
- Knowledge of fiscal programs, governmental accounting, budget controls, and related regulations.
- Ability to collaborate in a results‑oriented team environment.
- Highly organized; able to manage multiple projects and meet deadlines.
- Excellent written and oral communication skills.
- Desire to self‑reflect, give and receive feedback, and continuously improve.
Monthly: $5,425.33 – $7,298.82
