Position: PUCT, Rate Analyst (Financial Analyst I-II)

Financial Analyst I, B20

Salary: $70,008 to $76,356 for Financial Analyst I; $75,000 to $89,328 for Financial Analyst II.

The Rate Regulation Division is part of the Public Utility Commission of Texas and focuses on regulatory rate-setting for electric, telecommunications, and water and sewer utilities. It is divided into two sections:
Financial Review, which evaluates the legitimacy and reasonableness of a utility company’s expenses and develops estimates of appropriate rate of return on capital investment; and Tariff and Rate Analysis, which develops specific rates for customers and addresses the allocation of utility costs across different customer groups.

Responsibilities

As a Rate Analyst, you will support the PUCT’s Rate Regulation Division by evaluating utility cost and rate proposals, analyzing economic and statistical data, and reviewing filings from regulated electric, telecommunications, and water and sewer utilities. You will develop written recommendations for Commission decision‑makers, participate in rate‑setting proceedings and policy reviews, and help ensure consumers across Texas receive fair, reasonable, and compliant utility rates.

Qualifications
  • Financial Analyst I – Bachelor’s degree in economics, business administration, or finance with a minimum of twelve semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus.
  • Financial Analyst II – Bachelor’s degree in economics, business administration, or finance with a minimum of twelve semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus and at least one year of full‑time experience in a position involving utilities, economic, statistical, or regulatory analysis.
Preferred Qualifications
  • Graduate degree in economics, business administration, finance, or a related field, or a relevant professional certification (e.g., CPA, CFA).
  • Experience as an expert witness in major regulatory proceedings.
  • Experience performing regression analyses using common statistical software packages.
Work Schedule

The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request alternative schedules or telecommuting in accordance with the PUCT’s Alternative Work Schedule Policy, subject to management approval. Telecommuting is contingent upon a waiting period and supervisor approval as outlined below.

Internal Applicant Eligibility Requirements
  • Newly hired employees must successfully complete a six‑month probationary period and have a satisfactory performance review before applying for other positions within the PUCT.

  • Employees are not eligible to apply for positions within their classification series in their current division, except for supervisory positions within the same classification series.
