About The Division:
The Revenue Estimating Division helps carry out the constitutional duties of the Comptroller's office related to the budget and revenue estimates. The division is the agency's source for economic data and forecasts. Its responsibilities include producing the Biennial Revenue Estimate, which provides the basis for the state budget written by Texas lawmakers and the subsequent Certification Revenue Estimate.
Work Hours:
8 a.m. to 5 p.m., 40 hour work week, Monday through Friday, with occasional evening, holiday and weekend hours. Hours may change based on business needs, especially during legislative sessions and may vary in accordance with division policies for Work Alternative Schedules (WALT).
Qualifications:
Minimum Qualifications
Education:
• Graduation from an accredited college or university with a Bachelor's degree is required
Preferred Education:
• Degree major in economics, finance or a similar discipline
• Graduate degree in one of those disciplines
Experience:
• Ten (10) years of experience in research and planning
• Five (5) years of experience related to analysis of the state expenditures.
Preferred Experience:
• Experience evaluating and forecasting state revenue sources.
• Experience in economics and state government public finance issues.
In this role you will:
Serves as the primary revenue analyst for the state expenditures issues, and as such:
• prepares expenditures estimates for the Biennial Revenue Estimate, other estimates, and management reporting, as required by statute and as assigned;
• analyzes legislation (including proposals and pre-filed bills) and prepares fiscal impact analyses (e.g. fiscal notes);
• updates and refines methodologies and systems for these analyses; and
• provides testimony to the legislature on the impact of legislation.
• Serves as analyst for one of the revenue streams.
• Provides support to the Chief Revenue Estimator for special projects related to the revenue estimate, or other division activities, as requested. Performs other duties as assigned.
• Prepares data, narratives and articles for various Comptroller publications. Conducts statistical, economic and fiscal analyses, and provides support to division staff in these activities.
• Performs other related duties as assigned.
