- Administer all financial activities of the agency, providing vision, leadership, and strategic direction for financial functions supporting the department’s service programs.
- Direct the development and presentation of the Legislative Appropriations Request (LAR) and operating budget, and manage agency finances.
- Develop financial strategies and proposals to secure funding for agency programs and services.
- Present the LAR and testify before Texas House and Senate committees on agency financial matters.
- Implement the agency’s financial strategic plan, ensuring alignment with the department’s strategic objectives.
- Develop and implement financial policies, monitor performance, and provide executive‑level reporting.
- Present financial updates to the agency Governing Board and meet with elected officials and other agency representatives on financial matters.
- Analyze legislation, determine fiscal impact, and develop fiscal notes.
- Establish short‑term and long‑term financial planning and advise the Executive Director and Governing Board on financial matters.
- Direct financial operations to comply with agency, state, and federal policies and ensure adequate internal controls.
- Prepare special financial studies, analyses, and recommend solutions.
- Approve purchases, vendor invoices, agency budget transactions, and financial reports.
- Supervise complex budget preparation and analysis, including budgets, allocations, and fiscal reports for board and legislative meetings.
- Monitor revenues, expenditures, encumbrances, and un‑obligated balances, and implement corrective actions as necessary.
- Advanced knowledge of governmental accounting and budgetary procedures and processes.
- Advanced knowledge of legislative appropriations requests and operating budget processes.
- Knowledge of budget and forecasting practices and operations.
- Advanced knowledge of cost allocation methodologies.
- Skills in using computer application software, including Excel, Word, CAPPS, Access, HHSAS, and other governmental financial and human resource applications.
- Advanced ability to prepare the agency budget.
- Ability to prepare clear, concise, and accurate financial reports and schedules.
- Ability to accurately analyze, interpret, and present financial data.
- Ability to interpret laws and regulations.
- Ability to prepare financial information.
- Ability to prioritize assignments and meet work deadlines.
- Ability to work independently.
- Advanced ability to communicate effectively verbally and in writing.
- Ability to provide good supporting documentation.

Valid Texas Driver’s license.
Initial Screening CriteriaExperience in budgeting and billing. Bachelor's degree.
